Senior Certification Specialist

WORKING TITLE: Senior Certification Specialist GRADE: 24 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Coordinator, Certification Unit, interprets and applies the certification laws of the Maryland State Department of Education (MSDE) for certificated employees of MCPS. Reviews, analyzes, authorizes, and issues appropriate educator credentials (initial, renewal, reinstatement, and endorsements) for teacher, specialist, and administrative positions. Conducts and prepares official evaluations to determine eligibility for certification; ensures Code of Maryland Regulations (COMAR) standards for all MCPS educators; and provides timely information and assistance to education staff in all stages of the certification process. Provides certification information and assists in training staffing coordinators to support the hiring of certificated employees.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Maryland bylaws regarding certification requirements, policies and procedures; thorough knowledge of MCPS certification and employment requirements; knowledge of university courses and teacher preparation programs, leading to Maryland certification; skill in the assessment of credentials and experience in the interpretation and application of standards, regulations, and policies; high level of organization and attention to complex details; ability to objectively analyze and recommend on a variety of certification or personnel actions; ability to learn rapidly and retain information; ability to communicate effectively both orally and in writing; have excellent human relations skills; and skill in the use of various databases and software applications.
EDUCATION, TRAINING, AND EXPERIENCE: A Masters degree or 36 semester hours of equivalent course work in education, educational administration/supervision, or a related field in, or affiliated with, an education program and two years or more of professional teaching or administrative experience in, or experience affiliated with, an education program; or a bachelor¿s degree and 4 years or more of professional teaching or administrative experience in, or experience affiliated with, an education program; or a bachelor¿s degree and two or more years of satisfactory experience working in certification, preferably as a Certification Authorized Partner Associate (CAPA) or worked directly in another certification capacity. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Holds Certification Authorized Partner (CAP) status or the ability to earn CAP status required by MSDE.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Exercises independent discretion and judgment in advising MCPS certificated educators regarding teacher, specialist, and administrator certification requirements, including appropriate course work.

Collaborates with, communicates with, and provides information to supervisors regarding the certification of their MCPS educators, specialists, and administrators when necessary or when requested.

Analyzes college/university transcripts for salary and certification purposes, including appropriate course work.

Analyzes college/university transcripts and certification records to evaluate and issue the appropriate certificate type and certification areas of all new educators.

Monitors the certification status of all conditionally certificated and resident teacher certificated educators, reminding educators and ensuring that educators meet the MSDE COMAR certification requirements according to stated timeframes; and issuing the appropriate certificate upon completion.

Maintains and updates MCPS HRIS and MSDE Educator Information System (EIS) records related to certification status of MCPS educators.

Reviews and responds to requests for information on certification and salary applicability of specific courses.

Creates and updates educator records in the MSDE (EIS) with data pertaining to certificate information, including issuing new certificates, renewing or reinstating certificates, and adding new certification areas (endorsements).

Assists in training certification team members related to MSDE and certification unit processes.

Assists in training staffing coordinators related to salary lane placement and certification eligibility of applicants and new educators.

Monitors recent developments in the field of certification to support and recommend changes into existing MCPS policies and procedures.

Attends college and university recruitment events to meet with candidates and provide information about certification requirements.

Attends internal and external recruitment events focused on candidates in critical shortage areas.

Attends bi-weekly pre-screening interview fairs for teachers to meet with teachers and provide information about certification requirements.

Collaborates with the Recruitment Team (recruiter and higher education instructional specialist) to conduct sessions for candidates
Collaborates with central office staff to implement, facilitate, and participate in a strategic retention effort for conditional teacher hires.

Interprets revised and new certification requirements for HR staff and employees impacted by these changes.

Attends quarterly MSDE Certification Authorized Partner (CAP) meetings.

Serves as backup for certification coordinator, as needed.

Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).

Supports and contributes to the review of MCPS certification practices, providing recommendations for improvement of existing practices.

Performs related duties consistent with the scope and intent of the position.
