SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, plans, organizes, and implements communications strategies, particularly focused on engaging the Hispanic community, utilizing electronic, print, video, and social media resources. Work includes writing, editing, reviewing, and modifying content; scriptwriting and interviewing for video productions; assisting in determining news coverage; maintaining web pages; and establishing and maintaining relationships with local and national Hispanic media. Applies artistic judgment and skill in preparing communication materials. Develops letters, notices, web pages, and newsletter-type publications.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of and ability to use MCPS content management system. Knowledge of managing multimedia assets, such as video, for use with within web pages. The ability to work and plan both independently and collaboratively and complete assignments in a timely and efficient manner, frequently under pressure and deadline requirements. Ability to handle multiple projects and react quickly to communications needs. Excellent public relations, interpersonal, human relations, oral, and written communication skills required. The ability to develop materials and communication tools that enable a clear and consistent message to be disseminated. The ability to utilize multiple communication mediums to disseminate and convey information to diverse stakeholder groups. Proficiency with PowerPoint. Knowledge of and experience with a variety of social media tools. Ability to work creatively with Electronic Graphics and Publishing Services, Instructional Television, and Public Information Office/Web Services to produce informational media. Knowledge of and ability to develop and maintain collaborative relationships within the Hispanic community, including parents, media, community individuals, local government, and community organizations. Fluency in English and Spanish required. Knowledge of the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Masters degree preferred. Experience in the development and maintenance of web pages and in TV/video production, including on-camera presentation. Successful experience writing/editing in English and Spanish, including scriptwriting. Successful experience in media relations. Extensive experience collaborating with community and civic organizations and groups. Knowledge of publication design, editing, and production. Other combinations of applicable education, training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Assesses need for, plans, creates, coordinates and evaluates communication strategies and channels to improve communications, with particular emphasis on strengthening engagement with the Hispanic community.

2. Serves as the primary webmaster for the MCPS Spanish website. Updates Spanish website pages with new content on a regular basis. Writes and edits web content using web publishing software such as Tron.

3. Hosts weekly news update in Spanish; writes and edits scripts.

4. Maintains MCPS Twitter feed in Spanish.

5. Creates news packages in Spanish and English for MCPS TV and the MCPS website, including news gathering, script writing, and interviewing.

6. Assists MCPS offices in communications efforts aimed at engaging Hispanic parents and community.

7. Initiates, plans, and coordinates events for Hispanic media representatives.

8. Establishes relationships with and works with Hispanic media outlets to ensure timely coverage in print and electronic media.

9. Works closely with Electronic Graphics and Publishing Services (EGPS) and assists in the overall design and production of publications with EGPS graphic designer, publication and production manager.

10. Maintains and expands knowledge of new developments in social media.

11. Develops and maintains project plans and calendars.

12. Performs related work as required.
