SUMMARY DESCRIPTION OF CLASSIFICATION: Under the supervision of the Senior Specialist, Insurance or Director of Benefits and Vendor Relations, provides assistance to current employees, retirees and their families interpreting provisions of health benefit plans providing assistance with procedural matters. Specialists focus on health benefits providing specific benefit expertise. Ensures compliance with federal and state laws and regulations. Conducts informational sessions or workshops on plan offering. Counsels employees on health benefit plans. Performs administrative processes for health benefit plans, resolves enrollment discrepancies and related activities. Makes recommendations regarding policy implementation. Explains health benefits and provides guidance to Call Center and Transactions Unit staff on correct procedures to process routine health benefit transactions. Researches, provides guidance for, and processes complex health benefit questions and transactions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS health benefit plans, MCPS policies, negotiated agreements and other relevant policies.. Knowledge of Federal, State and local laws affecting employee health benefit, ability to analyze complex health benefit systems. Skilled in counseling adults, commitment to confidentiality of private information. Ability to efficiently and accurately perform calculations using detailed procedural rules. Ability to use current computer hardware and software including MS Office products, Outlook, and business intelligence reporting tool. Strong public speaking, communication and interpersonal skills. Ability to participate in seminars, and health benefit workshops for employees and retirees. Ability to multi-task, prioritize and/or re-evaluate priorities to meet deadlines. Self-motivated. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Other combination of education, training and experience which provide the knowledge, abilities and skills to perform effectively in the position may be considered. In lieu of an Associates degree, three years of progressively more responsible human resources or related experience in insurance processing may be considered. Experience working in Montgomery County Public Schools or other public human resources administration or educational institution.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Reviews health benefit plans for compliance with program rules and regulations ensuring compliance with federal and state laws and regulations.
2. Determines eligibility and entitlements, requests and evaluates information regarding health benefits, plans and interprets and applies technical benefit provisions.
3. Review forms for completeness and accuracy, gathers relevant paperwork for employees and retirees to ensure timely processing, including liaison with vendors
4. Assists plan participants resolve issues.
5. Liaison to plan vendors/ in providing customer service to MCPS employees, retirees, former employees and beneficiaries.
6. Counsels plan participants providing data to assist them in understanding their options.
7. Researches questions or discrepancies and resolves issues with individual health benefits on behalf of plan participants and communicates results and other information as appropriate
8. Reviews and process Child Support Orders, Subpoenas, Retiree benefit Verification and Life Insurance Confirmation.
9. Informs staff of changes in health benefits and procedures as required.
10. Explains health benefit plans, provisions, options both in groups and individually.
11. Participates in informational sessions, orientations, forms workshops and benefit information programs to new and current employees, prospective retirees, retirees and family members.
12. Promotes a "culture of self-sufficiency" and lead employees, retirees and their families through the provided resources and tools to help them make their own decisions
13. Participates in development of communications pieces and materials regarding health benefit programs and plans.
14. Serves as consultant/trainer to staff.
15. Participates in implementation of systems, changes to processes and procedures relating to benefits programs.
16. Reviews system data for integrity and recommends changes to policy or procedures.
17. Participates in the correction of data and trains other staff in data correction.
18. Participates in process improvement and documentation of processes.
19. Serves as back up to Call Center Agents.
20. Performs other related duties as required.
