SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director of Benefits, provides assistance to current employees, retirees and their families interpreting plan provisions and providing assistance with procedural matters for the health and retirement programs. Ensures compliance with federal and state laws and regulations related to health and retirement; Resolves complex enrollment issues on employee health and retirement plans. Assists as the back-up administrator of the 403(b) and 457(b) programs. Assists in addressing complex withdrawal and loan issues for participants and recommends, documents and updates policy implementation. Provides benefit training and guidance to Call Center and Transactions Unit staff on correct procedures to process routine benefits transactions. . Researches and provides guidance, and processes complex benefit transactions. Participates and assists in Open Enrollment review.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS benefits programs, policies, negotiated agreements and other relevant policies, and MCPS and State of Maryland retirement rules, procedures, and practices. Considerable skill in counseling adults and commitment to confidentiality of private information. Ability to use independent judgment in analyzing issues and use discretion in performing duties. Ability to efficiently and accurately perform calculations using detailed procedural rules. Extensive knowledge of the Microsoft Office suite of products and related office software. Ability to use Oracle Discoverer or similar reporting tools. Excellent communication and interpersonal skills. Ability to communicate with diverse groups; meet deadlines and schedules, work with constant interruptions and detailed information /data. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelors degree preferred. College course work in administration, finance, economics or related area. Minimum of 5 years progressively responsible experience in the operation of benefit programs in a large public setting. Can demonstrate knowledge of the procedures and practices in administering health and retirement programs. Considerable experience using technology to provide outstanding customer service. Other combinations of education, training and experience, which provide the knowledge, abilities and skills necessary to perform effectively in this position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Reviews benefits actions for compliance with program rules and regulations.
2. Determines eligibility and entitlements, requests and evaluates information regarding benefits, interprets and applies technical benefit provisions.
3. Works with defined contribution plan participants to resolve issues related to withdrawals, loans, transfers and contributions. Works with plan vendors to provide customer service to MCPS employees, retirees, former employees and beneficiaries.
4. Assists chief investment officer with identification of plan issues and proposes operational solutions. Participates in meetings with vendors. Participates in vendor selection process.
5. Makes determinations on unclear cases and resolves technical problems including application of applicable federal, state and local laws and regulations, as well as Board policies, regulations and negotiated agreements
6. Informs staff of changes in benefits and procedures as required.
7. Researches questions on benefits and retirement plans, and other related programs on behalf of employees and retirees.
8. Determines next steps and communicates results and other information as appropriate to employees and retirees.
9. Explains benefit plans, retirement provisions and options, and benefit programs to employees and retirees, both in groups and individually.
10. Handles correspondence related to benefits and follows through to ensure that employee and retiree needs are met.
11. Presents retirement and benefit information programs to new and current employees, prospective retirees, retirees and family members.
12. Participates in development of communications pieces and materials regarding retirement programs and benefit plans.
13. Serves as trainer and coach for Call Center/Transaction unit staff.
14. Answers complex retirement and benefits questions and provides direction and clarification on processing of retirement and benefits transactions.
15. Participates in implementation of systems, changes to processes and procedures relating to retirement and benefits programs.
16. Reviews system data for integrity and recommends changes to policy or procedures.
17. Participates in the correction of data and trains other staff in data correction.
18. Performs related duties, as required
