WORKING TITLE: Policy & Forms Specialist GRADE: 22 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists the director in the planning, initiating, maintaining, and monitoring all MCPS policies and regulations. Coordinate, expedite, and manage the vetting process for the development, revision, and rescission of policies and regulations that flow between the Division of Policy, Records and Reporting (DPRR) and other offices. Responsible for the entire life-cycle of all forms, policies, and regulations. Responds to internal and external queries regarding the interpretation and application of policies and regulations. Oversee all aspects of creating, designing, and posting MCPS forms to collect information in accordance with federal, state, and local policies and regulations.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MCPS organization and structure and function of policy/regulations and forms. Working knowledge of federal, state and local laws as they may relate to MCPS Policies and regulations. Ability to analyze & interpret federal, state & local laws and apply to MCPS policy and regulations. Excellent oral and written communications and interpersonal skills. Excellent organizational and multi-tasking skills. Ability to utilize MS Office products. Strong leadership skills to facilitate collaboration among staff and other departments to meet department goals. Self-motivated and able to meet deadlines. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College course work in business or public administration, quality control systems, or closely related subject areas. Experience reviewing, writing policy for federal, state, or local government preferred. Other combinations of applicable education, training, and experience equivalent to a bachelors degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Manage all aspects of policy and regulation reviews with the appropriate offices and or legal counsel and follow it to completion.

2. Develop a standard to oversee non-substantive revisions to policies and regulations.

3. Provide technical support to representatives of responsible offices, departments, and divisions in the review, update and revision of individual policies and regulations on a regular basis.

4. May facilitate meetings with critical staff tasked to draft, edit, policy/regulations.

5. May assist MCPS offices in writing or rewriting policies and regulations, as requested.

6. Review all policy and regulations updated by responsible offices for accuracy, clarity, and simplicity and ensure alignment with current practice and compliance with federal, state, and local mandates.

7. Facilitate review and approval process for targeted policy and regulations. (i.e. Set agenda for meetings with directors/associate superintendents, etc.).

8. Monitor Maryland Register for state-level statutory changes.

9. Develop and maintain a project database to track all policy and regulations distributed to MCPS departments/offices for review.

10. Proof all policy/regulations before posting on web.

11. Prepare documents, such as public comment on policy/regulation, for various
meetings including meetings with executive staff and the Board Policy Management Committee.
12. Prepare and present data to monthly Board Policy Committee meetings.

13. Synthesize and organize community comments for public presentation on policies under consideration by the Board of Education.

14. Draft staff response, in consultation with the responsible office, for the superintendent's recommendation to the Board.

15. Provide school system response for internal and external questions regarding the interpretation and application of all MCPS policies and regulations.

16. Maintain current and historical files of policies, regulations and forms, including negatives.

17. Manage the MCPS Forms Management Program

18. Collaborate with graphics on developing/changing forms.

19. Managing the creation, reprinting, revision, deletion, and electronic versions of all MCPS forms.

20. Oversee the development of electronic versions of all MCPS forms on the Web.

21. Provide information to internal and external queries regarding the location, title, responsible office, and availability of all MCPS forms.

22. Perform related work as required.
