WORKING TITLE: Real Estate Management Specialist GRADE: 25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, performs real estate and property management work for MCPS. Work of the class involves planning, coordinating and implementing policies, programs and procedures directed to the efficient utilization of school facilities. The work includes the allocation of real property owned or leased by MCPS, space assignment of school system personnel, and negotiating for alternative space through leases with private developers and joint venture partners.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of property management principles and practices; of space leasing and contracting practices, procedures, and policies. Knowledge of the field of property management. Knowledge of MCPS school facilities and property management practices and regulations, or the ability to rapidly acquire such knowledge. Understanding of MCPS educational programs and staffing. Ability to develop long-range space utilization plan for MCPS. Ability to utilize space for the greatest benefit of MCPS. Ability to supervise lease related records and related activities. Skill in negotiating terms of leases. Considerable human relations skills to maintain cooperative working relationships with other agencies. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College major in business or public administration, or related field. Considerable progressively responsible experience in managing real estate for a large public agency. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work unusual and overtime hours as required to administer the program.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Develops, implements and administers a 10 year real estate management program to meet future space needs.

2. Manages MCPS space inventory; designs and supervises computerized space inventory system for MCPS owned or leased facilities and supervises its implementation and operation.

3. Reviews requests for space and recommends assignments; works with users to develop plans for space utilization; plans and coordinates relocations.

4. Directs the preparation of bid specification evaluates proposals and recommends awards.

5. Coordinates activities of lessors, attorneys, contractors and facilities users.

6. Negotiates leases.

7. Directs and coordinates the preparation and administration of property leases; develops and implements procedures to ensure compliance with leases and contracts; coordinates collection of lease payments and authorizes payments for approved leases and contracts; directs the maintenance of lease records and reports.

8. Markets surplus space and processes applications for its use; locates and selects tenants in cooperation with other offices and officials; administers and coordinates maintenance of closed schools when no principal is assigned to the building.

9. Directs the preparation and administration of budget.

10. Represents MCPS with other county agencies; makes presentations to explain the real estate management program to others; maintains liaison with other county agencies.
