SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Facilities Manager, Project Manager, assists in administering the design, construction, closeout and warranty for all capital projects. The nature of the work requires application of the principals and practices of all aspects of construction project management, including developing specifications for construction Implementation, and can clearly communicate to all stakeholders involved in the process Serve as a department/division representative in a variety of meetings with government officials, school staff, school community and the community at large for the purpose of conveying and receiving information related to assigned projects and activities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable professional knowledge of, and skill in applying, the theories, concepts, principles, computer systems applications, and methodology of the art and science of architecture relevant to the development of working drawings for the construction of a wide range of new or rehabilitation of existing institutional structures. Knowledge of mechanical, plumbing, electrical, structural engineering and specialty methods, and techniques of construction management to ensure that projects are completed in a timely manner and in full compliance with required quality standards. Considerable knowledge of project management, budget and cost estimations, resource and schedule planning. Considerable computer skills utilizing MS Office Suite (Excel, Word, Outlook, Project) and Adobe Acrobat.
EDUCATION, TRAINING, AND EXPERIENCE: A Bachelors degree in Construction or a related field or five years of equivalent work experience. Five years of increased responsibility in the administrative, technical and field experience in Architectural, Engineering and Construction industry. A minimum of five years¿ experience in building design, preferably in designing school facilities.
CERTIFICATE AND LICENSE REQUIREMENTS: None
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to complete construction inspection activities. Ability to physically access all elements of a construction site.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to travel between construction sites on unscheduled basis. Occasional overtime and night work will be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Applies theories, principles, practical concepts, and processes related to: architectural design, standards, techniques, and practices, traditional engineering science disciplines (e.g., civil, mechanical, and electrical), physical science disciplines (e.g., materials and physics), analytical reasoning and scientific methodology, and interpreting designs, including design manuals.

Provides leadership in collaborating with others on all phases of planning, designing, and constructing a project, from initial discussions to project completion (consultants, planners, school staff, contractors, field staff, inspectors, local code officials, and various internal departments).

Coordinates and monitors capital construction activities to ensure that all phases of a construction projects are completed and within approved schedules and budgets.

Maintains school facility design plans, and specifications for the purpose of providing up-to-date reference and compliance with educational specifications, regulatory requirements and established guidelines

Assists in preparing written materials for the development and update of construction materials, processes and procedures.

Reviews capital project plans and specifications and evaluates school facilities.

Represents MCPS at community and official meetings which may include parents, teachers, school staff, students, community members, community associations, government agencies and others as needed.

Meets on a regular basis (minimum monthly) with school representatives to review status of project and provide guidance and assistance in all phases of the project from preliminary design through project warranty.

Prepares and updates monthly status reports of project design schedules related to the status of permits and all activities related to the development of construction documents for competitive bidding and permitting in a coordinated and timely fashion.

Maintains oversight of the project schedule and reports deviations in a timely fashion to the facility manager.

Provides technical input and support to the design team in all phases of design and during construction including Request for Information (RFI), Request for Proposals (RFP) and Change/Charge Orders.

Aids in the construction closeout process as it relates to Operational and Maintenance Manuals (O&M) as well as warranty documentation.

Assists in the constructability analysis on projects in the design phase to include but not limited to building, utilities, systems and occupant phasing.

Follows all procedural requirements and documentation in a timely fashion to maintain the project on schedule.

Knowledge of and ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).

Performs related duties consistent with the scope and intent of the position.
