Program Technician, Construction Inspections Team Leader

WORKING TITLE: Program Technician, Construction Inspections Team Leader GRADE: 17 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Assists the director in organizing the activities and materials related to the management of major capital projects in all phases of construction. Has major responsibility for implementing construction projects approved in the capital budget. Functions as the MCPS-owner representative with construction contractors approving field coordination changes, suggested design modifications and change orders. Directly oversees the construction inspection team consisting of inspectors, a supervisor and a project management coordinator.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of large building construction principles, practices and procedures; construction project plans, specifications and requirements; construction scheduling and inspection activities; and large construction project administration. Knowledge of financial management and administration and policy/procedure development highly desirable. Ability to represent MCPS in project planning and construction activities; ability to effectively administer school construction projects including construction scheduling, inspection services, and the timely completion of projects in accordance with all requirements; ability to supervise all inspection activities and assist in reviewing plans and specifications. Excellent communications and human relations skills. Skill in negotiating agreements with contractors regarding construction issues. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelors degree preferred. Course work in architecture, architectural engineering, mechanical engineering, electrical engineering, or a related field with administration and construction-related course work. Considerable experience in the planning and on-site construction or large buildings and facilities as well as administration of all aspects of construction projects, preferably in school facilities construction. Experience in financial management and administration, and policy/procedure development. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills that would be expected upon completion of the above program and that would be necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial Class C driver's license, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Positions operate computer terminals for sustained periods.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to travel to construction sites on frequent and unscheduled basis. Ability to work overtime and on weekends as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Assists the director in coordinating the functions required for implementing the annual and six year capital improvements program.

2. Administers construction projects to insure that they are completed in accordance with plans and specification, all building, health, energy, handicap, and life safety codes; and educational requirements.

3. Develops construction schedules and monitors construction progress to assure that projects are completed on time.

4. Acts as liaison between MCPS, project architect, and general contractor.

5. Assigns staff inspector and mechanical and electrical construction technician for each construction project.

6. Supervises all inspection activities.

7. Reviews and makes recommendations to the director on all change orders.

8. Reviews and evaluates general contractors, construction managers, bid submittals and makes recommendations for contract award and subcontractor approval.

9. Assists in reviewing plans and specifications.

10. Meets with manufacturer's representatives and advises on the selection of materials for school use.

11. Administers warranties.

12. Performs related work as required.
