WORKING TITLE: Program Technician, Fiscal/Contracts Team Leader GRADE: 17 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Responsible for the accounting of capital funds for Montgomery County Public Schools, coordinating construction procurement, developing and implementing regulations and procedures related to the construction procurement and funding process. Supervising fiscal staff in DOC. Responding to or initiating legal issues generated by law suits where MCPS is either the plaintiff or defendant. Assisting Director in personnel coordination and follow-up for projects and/or office procedures. Participation in consultant selection and negotiation.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Highly skilled in organizational practices to help maximize staff productivity. Thorough knowledge of accounting principles and practices and their application to public sector construction, the construction procurement process and business law as it applies to construction contracts and surety ship. Working knowledge of data processing, needed to prepare clear, concise financial reports. Ability to effectively communicate with architect, vendors, contractors, Maryland State Department of Education representatives and attorneys to consider all construction related issues. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Associates degree required. Bachelors degree preferred. College coursework or major in accounting, finance, business or public administration with substantial applicable course works in accounting required. Considerable experience in accounting and procurement, preferably in the construction area. Supervisory experience in an office environment. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial Class C driver's license, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional overtime required to meet deadlines

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Assists Director with office coordination for both procedures and individual capital projects as required.2. Directly supervises fiscal assistant and financial secretary.3. Updates capital project General Conditions for Construction Projects based on current law and lessons learned from previous experiences.4. Assist Director in budget preparation for the biennial capital improvements program.5. Establish capital accounts that reflect both budget and funding information for various agencies.6. Participate in consultant selection process, including architects/engineers and construction managers as well as the contract negotiation.7. Officiates at bid opening for the construction of capital projects as well as any receiving and responding to any bid protests.8. Solicits and monitors receipt of Contractors technical proposals.9. Prepares Board of Education materials for project award, appropriation, fund reductions, and capitalization.10. Responds to question from staff bonding companies, auditors, lawyers, and other regarding fund balances.11. Signs-off on purchase orders to ensure appropriate capital expenditures.12. Responds and prepares documentation for attorneys regarding legal issues on MCPS construction projects.13. Maintains liaison with county and state staff in matters relating to capital accounts.14. Prepares analysis of matters relating to financial and accounting policy and procedures proposed by the state and maintains coordination with the Division of the Controller and internal and external auditors.15. Performs other related work as required.
