Building Automation Systems Assistant

WORKING TITLE: Building Automation Systems Assistant GRADE: 19 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, and in partnership with Montgomery County scheduling facility use for MCPS and non-MCPS entities via the ICB/CUPF scheduling process Community Use of Public Facilities (CUPF), schedules weekly/weekend multi-facility functions for after school activities and public use of facilities. Receives weekly schedules from CUPF and electronically distributes facility scheduling data to schools. Monitors the Energy Management System (EMS) alarms during scheduled activities, explaining EMS controls to building service staff in order to maintain smooth operation of equipment and troubleshoots control systems as incidents arise.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Strong knowledge of central plant equipment, air and water distribution systems, and environmentally sustainable building procedures and practices required. Ability to verify status, assess temperature issues including calibration needs, and working knowledge of HVAC equipment commonly used at MCPS. Knowledge of operating, maintenance, and energy optimization practices and procedures required. Ability to assess a potential problem described by building service staff to identify and give clear and precise directions. Demonstrated ability to manipulate and analyze data, use web interfaces to determine space temperatures and equipment status. Knowledge of EMS web interface systems. Ability to establish temperature and energy data through various interfaces to analyze use and troubleshoot institutional building systems for energy waste. Demonstrate basic level project management and leadership skills. Ability to read and understand Maryland code and regulation manuals. Working knowledge of basic PC operation including use of MS Office Suite (ie. Word, Excel and Outlook). Ability to optimize daily schedule to meet priorities and efficiently complete activities defined in the scope of work. Ability to compose letters, memos and emails using MS/Office software. Ability to effectively interface professionally with employees, schools staff, contractors, utility company representatives and community as needed. Ability to resolve computer-related problems and provide assistance on plant operation problems. Ability to explain complex systems to non-technical personnel. Excellent oral and written communications and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Bachelors degree preferred. Technical training or course work in HVAC and microprocessor based electronic equipment, plus 3 years of progressively more responsible experience in programming a variety of Energy Management/Building Automation Systems for the purposes of scheduling according to building use, and troubleshooting controls to maintain building efficiency. A minimum of 3 years experience working with commercial grade HVAC systems. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: State issued HVAC journeyman¿s license preferred. Possession of a valid Maryland noncommercial class C driver's license, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Requires walking or standing for long periods; lifting and carrying up to 20 pounds; must be able to bend, reach, hold, grasp and turn objects; operate computer, climb ladders, stairs and scaffolding.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening work may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Programs and verifies computer operation of HVAC via energy management systems schedules as required by individual school activities, seasonal changes, and ICB/CUPF reporting procedures.

Provides new floor plans to school personnel upon completion of installation of upgraded control systems.

Provides new floor plans to Montgomery county government community use of schools so that new, repeat and special schedules will be properly scheduled in the upgraded systems.

Works closely with the community use of schools supervisor to ensure all scheduled weekend activities are working properly.

Ensures all CUPF schedules are entered into the schools by Friday of each week, if short staffed ensures that all the weekend and Monday schedules are entered in the system by Friday completing all schedules by the end of the weekend.

Operates the energy management computer(s) to monitor correct operation and data output; observes school electrical loads; activates or deactivates HVAC systems and equipment in accordance with energy management procedures; test integrity of communications between the computer and schools; and calls up data as needed.

Troubleshoots and answers questions on HVAC systems, equipment status, and room temperatures.

Conducts energy management system audits to ensure proper functionality in accordance with current energy management procedures and properly documenting deficiencies to determine energy management actions required.

Diagnoses mechanical systems via EMS assisting maintenance depot with repairs.

Tests and calibrates equipment and systems.

Evaluates/repairs mechanical problems as related to EMS.

Coordinates planned work with MCPS departments and divisions to follow up on input work-orders and follows through to completion.

Assists in training building service staff in the safe and efficient operation and maintenance of EMS systems and related equipment.

10. Receives general supervision from a team leader and/or supervisor. May assist with the training of lower-graded employees, as assigned.

Analyzes energy data to troubleshoot energy waste.

Maintains positive relationships and customer-service focused attitude when communicating with stakeholders/customers in person or other methods of communications.

Works with MCPS departments and divisions to increase energy-efficiency.

Performs related duties consistent with the scope and intent of the position.
