Television Engineer

WORKING TITLE: Television Engineer GRADE: 25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: The TV Engineer, under general direction, performs installation, repair, operational checkout and monitoring for all digital and analog multimedia technology in MCPS Instructional TV and schools when needed. Troubleshoots system problems in edit rooms, master control, studio control, BOE control, and ITV and PEG remote production van. Works with TV Chief Engineer to install and maintain local ITV Ethernet and fiber optic networks. Performs equipment setup for remote taping events including but not limited to: A&S meetings, Superintendent's budget presentation, Community Forums, Champions for Children Gala etc. Provides initial training for production personnel on new equipment. Provides engineering and A/V support for ITV studio and remote TV productions, BOE meetings, satellite downlinks, and various departmental multimedia presentations and schools when needed. Performs equipment repairs to component level. Maintains the ITV engineering equipment acquisition and repair database and ITV facility system wiring and block diagrams
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of TV and multimedia operations and engineering. Considerable knowledge of solid state electronics and integrated circuitry; properties and characteristics of audio and video studio and remote equipment, methods and principles of operating studio equipment. Working knowledge of TV production techniques and terminology. Knowledge of multimedia productions encompassing the areas of TV, web casting, videography, cable casting technology, video, lighting audio systems, and computer applications related to nonlinear editing.Working knowledge of word processing and data bases. Knowledge of RF and cable TV theory. digital computer te Broad knowledge of digital computer principles, IT technology, networking, Ethernet and fiber optic technology and transmission systems. and digital multimedia/video formats. Knowledge of digital non-linear editing systems, file servers, and digital storage area networks. Ability to read and understand wiring and schematic drawings. Ability to troubleshoot broadcast and television equipment to the component level. Ability to read and interpret both analog and digital signal measuring instruments such as waveform monitors, vector scopes, oscilloscopes and signal generators. Ability to use most common power tools and to repair circuit boards. Ability to operate electronic and mechanical test equipment. Ability to operate a large TV production van. Skilled in office computer applications including word processing, databases, and presentation programs. Ability to work under pressure to meet production deadlines. Demonstrated cable and connector fabrication skills. Good written, verbal and human relations skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College major in electrical or electronic engineering preferred. Considerable multimedia and engineering experience in a government or commercial TV production facility. Factory training in a broad diversity of equipment types including cameras and tape machines. Training in computer and digital electronics, operating systems and applications. Training in Ethernet and fiber optic technology and applications. Considerable experience in the operation, maintenance and design of TV facilities and systems. Experience with Ethernet and fiber optic technologytechnology, client server, and network integration. Experience in remote TV production engineering and satellite transmission technology. Other combinations of applicable education, training, and experience equivalent to a bachelors degree, which provides the knowledge, skills, and abilities necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: None.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to perform work requiring the moving and setting up of television and related productionequipment. Ability to move at least 50 pounds. Ability to work in tight spaces behind equipment racks.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work overtime and unusual hours including nights and weekends as required. Occasional after hours telephone consultation required to assist operations personnel.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides engineering maintenance support for MCPS Instructional TV as well as engineering support for MCPS School based TV studios and Montgomery County PEG (Public, Educational, and Government) organization.

2. Works independently to solve system and component level TV equipment problems. Performs batch maintenance of multimedia equipment to component level.

3. Provides engineering support for studio and remote productions.

4. Maintains and troubleshoots local ITV Ethernet and fiber optic network.

5. Maintains local storage area network and play out server for ITV channels.Selects repair parts vendor and orders repair parts.

6. Aligns, calibrates, troubleshoots and repairs VCRsS, sync generators, time base correctors, switching and distribution equipment, and audio equipment.

7. Selects parts vendor and orders parts for equipment repairs.

8. Designs, installs and upgrades video systems to improve operational productivity of facility. Installs and tests , modifies and upgrades computer hardware and software upgrades. Maintains LAN operations in television.

9. Performs parameter testing for adherence to analog and digital broadcast specifications. Works with specific vendor tech support to troubleshoot and update systems requiring advanced maintenance.

10. Maintains current wire and component list and diagrams of all production rooms in the ITV facility.


11. Maintains inventory of equipment in ITV facility.

12. Conducts research as directed on technical requirements of new equipment being considered for purchase.

13. Provides engineering support for A&S meetings and system wide meetings as assigned. Provides engineering consultation and on site support for design and installation of school based studios.

14. Performs related work as required.
