WORKING TITLE: Building Service Manager V GRADE: 15 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, has the immediate responsibility for the management of the school plant, building operations, and property and ground. Work of the class involves responsibility for achieving and maintaining prescribed sanitary, safety, and operating standards, and security of a school plant. General and special instructions are received from the school principal or designee; technical supervision and guidance is received from the area building services supervisor. NOTE: Overall responsibilities of building service managers at all levels are generally the same; specific duties may vary depending upon the size of the plant, number of building service workers and presence of a plant equipment operator on the staff. In larger schools the manager is less involved in actual performance of these duties and is more actively engaged in supervision of the building service staff. Employees in these classes are considered emergency personnel and are required to report to buildings during inclement weather.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: MCPS written test is required. Advanced knowledge of methods, materials, and practices used in building service work. Operates and maintains custodial and grounds care equipment including automatic scrubbers, burnishers, snow blowers and hydraulic lift; uses personal protective equipment and other safety tools and practices; manages human and material resources to ensure quality service and a safe environment; working knowledge of the safe efficient procedures for operating central heating plants and the ability to make minor adjustments and service repairs to the equipment; possesses advanced knowledge of emergency response procedures, including code red/blue, fire code regulations, inclement weather procedures, etc; skilled to train, assign, supervise, and inspect work of subordinates; ability to maintain records of time and materials, and to prepare routine reports, records, evaluations; utilizes computer technology to order supplies and equipment, process maintenance work orders, communicate with administrators and other staff to effectively manage school operations; good human relations and communication skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Experience in general cleaning of buildings and grounds. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a current and valid boiler certificate and stationary engineers license indicating proficiency in the safe operation of low pressure boilers preferred. Completion of the MCPS Building Manager Test at the required score.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Sufficient physical strength and freedom from disabling defects to permit the lifting and moving of heavy objects (minimum 50 lbs.) and to perform manual labor.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Employees in this classification are considered emergency personnel and are required to report to buildings during inclement weather and may be required to report to other locations to assist staff in emergency situations. Frequent overtime or night work may be required. Employees are provided uniforms and must wear proper attire. Employees must provide a current working telephone number to their supervisor, and update the telephone number on file, as necessary with their supervisor.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Assures that the school building is clean and in good condition and that the grounds are monitored and in good condition.

Assigns and supervises the work of building service personnel and assists in the cleaning and general upkeep of a school plant.

Inspects the building and grounds to assure continuance of: acceptable standards of cleanliness and sanitation. Ensures adequate security and safety conditions through proper opening and closing of buildings.

Identifies and submits work order request for needed repairs or makes emergency repairs and/or adjustments where possible.

Removes or requests removal of hazardous conditions. 

Advises staff on the efficient and productive use of materials and manpower by instructing employees in the proper use of time, supplies and equipment.

Requisitions and distributes supplies. 

Documents and reports employees' work hours,

Evaluates work performance of staff subordinates. 

Monitors conditions necessary for occupant comfort level through heating and air conditioning equipment, grounds, lawns, shrubbery, walkways, parking areas, and the building in general and makes changes accordingly.

Represents MCPS in managing the use of the facility with staff and community, in the following areas: moving furniture and equipment, preparation of the facility for the next or following day's use, and other elements required to prepare the building for students, staff or community use.

Assures that all equipment is clean and in proper working order.

Assists in training building service staff.

Performs a variety of related work as required.
