SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, plans, schedules, coordinates and monitors the roofing program semi-annual inspections, repairs and preventive maintenance, and recommends re-roofing projects. Work of this class involves responsibility for laying out work details, assigning duties, directing and evaluating the work of mechanics and other staff. Administers contract agreements, ensuring quality and outcomes. Nature of work requires visits to school facilities to inspect projects at various stages of completion. Assignments are received orally or through written work orders and many include blueprints, construction plans, and specifications. Responsible for managing overall repair program and developing an effective preventive maintenance program to extend the life of the roofs. Identifies and communicates potential design improvements and collaborates as necessary to support the design of new and replacement roofs. Identifies and monitors performance measures, and program efficiencies to maximize productivity.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Expert knowledge of best practices of the roofing industry, including but not limited to, knowledge of the standard methods, practices, procedures, materials, tools, and equipment of roof repair, and of preventive maintenance. Skill in the use and care of hand and power tools of the roofing trade. Ability to plan, assign, supervise, and inspect the work of subordinates and to effectively supervise shop and field maintenance activities. Ability to make accurate labor and cost estimates, maintain records and complete maintenance related reports. Ability to evaluate maintenance activities and employee performance and to make sound recommendations for the prompt, efficient, and effective maintenance of school roofs. Ability to read and interpret building plans and sketches; ability to develop working bids for replacement items. Strong oral and written communications and human relations skills. Ability to work with a diverse population of students, teachers and school leadership staff.
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree preferred. Considerable and varied experience in the performance of roofing repair work, including three years or more experience in a lead or supervisory capacity. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid class C Maryland driver's license or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to lift moderately heavy objects, complete work requiring moderate physical exertion, and carry out required inspection activities.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency calls and to work overtime as required.

Supervises the day-to-day operation of the shop; plans, assigns, supervises and inspects the work of roofing staff.

Monitors Maximo work order/records completion activities, reviews employee reports and verifies accuracy. Conducts weekly reviews of backlog with staff, and collaborates to develop plans for addressing aged work.

Ensures proper and timely completion of work orders. Oversees quality and quantity of work. Identify and monitor performance measures.


Clarifies work order requests and ensures the proper and timely completion of data required on the work order request forms.

Evaluates and counsels employees.

Prepares estimates of materials, time, and labor necessary to complete jobs. Coordinates the ordering of supplies and equipment. Manages inventory and records.

Obtains price quotes from contractors. Estimates reasonable contractual repair costs, and completes job reports. Oversees contractual installations, inspections and repairs.


Reviews records of job time and materials and verifies accuracy. Maintains purchase records. Inspects work in progress and upon completion for compliance with division standards and good safety practices.

Reviews semi-inspection reports and ensures needed repairs are completed in a timely fashion.

Reviews construction and re-roofing drawings for comments or improvements.

Coordinates work with other shops for complex repairs as needed and makes recommendations. Analyze workload and make efficiency changes.

Coordinates with the division of school plant operations staff on improving and implementing minor preventive maintenance and weekly/periodic inspections to be conducted by school-based staff.

Surveys and investigates new types of materials on the market. Evaluates roofs in regards to school safety, operating life and repair/replacement needs. Prepares replacement requests and justification.

Creates and maintains sic-year projections for roofing replacement project and provides information to division of construction.

Provides input to MCPS architect and designer on scope and design features of re-roofing projects.

Visits facilities to inspect work, resolve problems, and coordinate work activity.
