Operations Supervisor

SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction performs responsible supply work in coordinating a section of logistical support in warehouse and distribution services. Employees in this class are responsible for the smooth flow of supply service work in their area of assignment. Employees may also coordinate customer support and develop training programs. Duties involve the supervision and evaluation of clerks, warehouse workers and warehouse workers/truck drivers in the ordering, scheduling, receipt, storage, issuance and distribution of various supply materials, furniture and food items.. Participates in interviewing and selecting office, warehouse and distribution staff.. Employees are responsible for investigating supply chain orders, administering and maintaining a customer complaint program, and coordinating customer feedback programs. Employees work closely with school system staff, especially with school-based staff and staff in the Department of Facilities Management. Work may involve participation as a member of the facilities on-site-emergency-team (OSET).
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the methods and procedures of a central warehouse operation, including warehouse material handling equipment and various size trucks. Knowledge of requirements for operating trucks weighing up to 53,200 lbs. gross vehicle weight as set forth by the United States Department of Transportation (DOT) and in the Maryland Motor Carrier Handbook. Knowledge of OSHA requirements in the operation of powered industrial material handling equipment. Considerable knowledge of drug and alcohol testing procedures Ability to develop specifications for warehouse and distribution equipment. Ability to organize, assign, supervise, and inspect the work of subordinates and to coordinate warehouse and distribution operations. Ability to check the quantity and quality of goods received rapidly and accurately, verify stock levels, initiate purchase orders, maintain warehouse order lists and related records. Ability to detect insect and rodent infestation. Ability to train staff in the operation of trucks, material handling equipment and in the duties of their job class. Ability to administer, enter and maintain computerized information, including Microsoft programs (Word, Excel), centralized financial management program, centralized warehouse/inventory management programs and other related databases. Ability to oversee office operations for accuracy and efficiency. Ability to multi-task, managing multiple logistical projects and complete them under strict time constraints. Possess strong communication skill and work effectively with others. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS). Specific to the Division of Food and Nutrition Services: Considerable knowledge of purchasing procedures as related to food service warehouse operations, including sanitation, ordering, inventory control, storage, distribution and security of food items and related supplies.
EDUCATION, TRAINING, AND EXPERIENCE: High School or GED diploma required. Associates degree preferred. Completion of courses in warehousing, distribution services or a related field and supervisory practices desirable. Considerable experience of a progressively responsible nature in scheduling and coordinating a central warehouse and distribution service. Considerable specialized experience relating to the area of assignment preferred. Preference for completion of a training program in MCPS Drugs and Alcohol Testing Rules. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland Class C noncommercial driver¿s license and a valid Maryland Class B commercial driver¿s license (trucks over 26,000 lbs. registered gross vehicle weight) or the ability to acquire the Class B license or equivalent with 6 months of hire. Obtain sanitation certification if employed in the Division of Food and Nutrition Service position or receive certification within 3 months of hire.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to move heavy objects weighing up to 100 lbs. and to perform work requiring sustained moderate physical effort. Ability to work in zero degree temperatures. Ability to climb.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Position is subject to drug and alcohol testing. Ability to work overtime, including weekends, as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Receives and arranges in route sequence, shipping lists and other special requests from schools and outside agencies, insuring operational efficiency and maximum utilization of resources.
Assigns, supervises and evaluates the work of the warehouse/logistics staff in the ordering, scheduling, receipt, storage, issuance and delivery of supplies, food, furniture and equipment.
Coordinates delivery documents and other paperwork necessary for each delivery, checking completed paperwork for accuracy and completeness.
Insures that inbound and outbound pallet loads of product are in accordance with weight capacities of delivery vehicles, material handling equipment and warehouse pallet racking.
Inspects trucks, including truck refrigeration units, for proper operation and arranges for necessary repairs.
Reacts to drivers request for emergency assistance.
Collaborates in the scheduling of driver DOT physicals and any required DOT testing.. Investigates accidents and prepares accident reports.
Schedules inbound shipments, verifying shipment contents against order documents
Administers a customer/citizen complaint program. Reports worker injuries and prepares appropriate paperwork.
Uses databases to input and analyze data used to monitor daily performance.. ..
Assists in developing and implementing a training program that provides continuous improvement to supply chain management.
Specific to Materials Management:
Uses the financial management system to search for purchase orders and verify vendor information.
Identifies kitchen and technology education equipment and knowledge of how to prepare to move the equipment in a safe and timely manner
Ability to unload, verify counts and assemble multiple tractor trailer loads of new classroom and office furniture
Works collaboratively with construction project managers to insure the preparation of new/renovated school and office sites
Meets with representatives of local businesses and the private sector to secure valuable donations
Performs related duties as required.

Specific to Food and Nutrition Services:

Schedules and coordinates the delivery of food service warehouse supplies to schools and locations throughout the organization.
Instructs and assists drivers in the proper merging and loading of produce, dry, frozen and refrigerated product.
Determines action to be taken when perishable food is involved in an equipment breakdown.
Checks refrigeration controls for proper temperature range and maintains temperature records in compliance with Health Department regulations.
Prepares loss/damage reports for government commodities.
Provides for safeguard of food and supplies by employing all available security measures. Maintains code system for proper rotation of food and supplies.
Conducts physical and/or perpetual inventory of food and supplies as required.
Performs related duties as required.
