Process Improvement Analyst

WORKING TITLE: Process Improvement Analyst GRADE: 25 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for driving continuous improvement for the department by identifying, facilitating and achieving operational and strategic improvement opportunities Role will partner with process owners to develop improvement strategies and lead the teams executing the improvement strategies. Responsibilities include advancing organizational performance by utilizing a systems approach to analyzing processes, building relationships and facilitating change; leading and facilitating organizational efforts for business process improvement, change management, systems redesign and integration, and solutions development; and providing staff support in planning and organizing cross-functional and cross-entity activities and committees. Will work with process owners to develop and implement operating goals and objectives.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of the MCPS organization. Strong leadership skills with proven ability to facilitate cross-functional teams. Extensive communication (written and verbal), mediation (conflict resolution) and facilitation skills. Strong project management skills and the ability to manage multiple projects. Knowledge of finance, quality management, planning, and administrative theory. Knowledge of spreadsheet, database, presentation, and work processing software. Ability to collect and retrieve data to evaluate processes and prepare complete, concise reports. Self starter, demonstrating personal initiative, and willingly assume responsibility and ownership. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. Technical competency in Six Sigma skills: Broad understanding and ability to apply improvement methodologies. (e.g.DMAIC, Lean, Kaizen/Work-out and change management, etc.). Formal Six Sigma training with a minimum of a green belt. A minimum of 2 + years of relevant work experience in business analysis, process analysis, or similar position is required. Experience in the development and collection of data to support data-based decision making and continuous improvement. Knowledge of Balridge as a systematic approach of continuous improvement. Experience working with a variety of work units/departments/schools within MCPS and outside community members for development of system processes and timelines, including budgets. Extensive and progressive experience required in program and human resources administration, financial monitoring and analysis, and data analysis leading to program efficiencies. Staff development and training experience is desirable. Other combinations of applicable education, training, and experience that provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Certificate of Six Sigma training. Possession of a valid driver's license.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening or weekend work may be necessary for meeting deadlines or attending Board of Education, committee or other meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Partner with process owners and champions to drive results and assist in identification and selection of projects, assuring linkage between projects and business and customer priorities.

2. Lead and drive large, cross-functional complex Process Improvement projects to deliver operational improvement and financial benefit.

3. Act as change agent to instill Six Sigma culture throughout MCPS.

4. Create a dashboard to monitor performance and improvements in key metrics.

5. Lead process improvement projects across multiple department functions to ensure efficient, repeatable and reliable service delivery. Identify potential projects using process evaluation methods and resources.

6. Ensure key stakeholders understand where process redesign or improvement can significantly impact efficiency, quality, profitability, and increase customer satisfaction and when process benefits will be realized.

7. Develop, organize, and monitor department/division/ or work area processes as they relate to fiscal, staffing, data, and continuous improvement and their relationship to programs and service delivery.

8. Lead teams of fiscal, staffing, program, and supervisory staff in management and program analyses, as determined by collaborative problem identification; prepare reports and follow through with acceptable recommendations to address issues related to program efficiency and effectiveness to support student outcomes.

9. Serve as a liaison with other MCPS offices/departments/divisions/units in regard to fiscal staffing, data and continuous improvement processes.

10. Participate as requested in long-range facilities and program planning for the department.
