Work of the class involves
responsibility for planning, budgeting, financial monitoring
and operational and
management. Designs and implements the project plan
for the Project Down-County Consortium of schools; working
closely with school system leadership, parents, business
community, government, and higher education to deliver
a consortium model to serve the Silver Spring/ Wheaton
areas. Works closely with staff, parents, and community
to design and implement high performance programs that
will improve student achievement and utilize community
resources; provides direction for scope of project
design and implementation; assures project success;
oversees
all project activities; establishes and utilizes a
broad-based advisory group consisting of educators,
parents, business,
leaders, community. Keeps abreast of national and state
trends and research for improving student achievement
and confers with high school staffs regarding instructional
improvement. Leads special projects evaluations. Collaborates
with other local school systems, institutions of higher
education and community organizations to develop and
maintain programs that support improved student achievement.
Interprets special projects to the Board of Education,
staff, and community. functions for a defined segment
of MCPS. Analyzes and reviews unit goals, multiyear
plans, budget requests, functions and operations, Monitors
expenditure patterns and management practices. Workers
at this level perform the more difficult and complex
assignments and exercise considerable independent
judgment
and initiative in recommending to unit heads planning,
budgetary, financial, or management strategies to
improve
efficiency and effectiveness.

| Thorough knowledge of current educational principles,
practices, and procedures in program development, staff
training, instruction, and assessing program needs to
improve teaching and learning. Thorough knowledge of
MCPS organization and administration, Success for Every
Student (SES), high school curriculum, Program of Studies
and policies, Maryland State Department of Education
(MSDE) and Maryland State Performance Assessment Program
(MSPAP) outcomes, and federal and state laws related
to instructional responsibility. Demonstrates strategic
thinking and planning; understands the inter-relationship
among schools, parents the broader community, and higher
education. Extensive knowledge of comprehensive staff
development and grant writing; current research and
theory of instructional approaches, including cognitive
strategies, integrated curriculum, and performance assessments.
Knowledge of technology to support instruction, curriculum
development; multicultural instructional materials,
and experience teaching across disciplines with diverse
populations. Ability to work effectively with and provide
leadership to large diverse groups, including principals,
specialists, teachers, and state and national colleagues
to implement and monitor the instructional program in
schools. Excellent planning, organization, management,
communications (oral and written) and human relations
skills. Ability to prepare papers and presentations
for the superintendent and Board of Education.

| Master's degree from accredited college or university
with specialization in supervision or administration.
Five years secondary high school teaching and minimum
two years as administrator required. Successful experience
in demonstrating creativity; working with large diverse
populations and needs; managing large projects from
planning stage through implementation; developing action
plans and solutions that address complex problems. Other
combinations of applicable education, training, and
experience which provide the knowledge, abilities, and
skills necessary to perform effectively in the position
may be considered. |

Works closely with school system leadership, parents,

initiatives.
Organizes the design, planning, and implementation
of special projects established to promote achievement
of local priorities and state mandates that result in
the institutionalization of improved teaching and learning.
Coordinates partnership programs and activities with
community groups and advocates to promote and support
students' academic success.
Collects data and prepares responses to requests for
information about special projects; interprets special
projects to the Board, staff, parents, and the community;
keeps abreast of latest research, developments, and
techniques related to system initiatives and priorities.
Plans and coordinates activities that involve parents,
community, and the business sector in support of special
projects that promote and support academic success.
Prepares required reports, correspondence, and annual
budget requests; manages expenditures and accounts;
maintains files, records, and/or expenditure controls.
Under direction performs other duties as assigned. |
