| Under direction, administers the procurement unit and
the supply and property management unit. The procurement
unit is involved with the purchase of necessary items
of equipment, services, instructional materials, and
supplies used in the system. Checks operational efficiency
and implements improvements where possible. Approves
revision of specifications. Develops good procedures
with adequate controls. The supply and property management
unit is involved with managing supply and property management
programs, including inventory control management for
the cities of Rockville and Gaithersburg; the receiving,
distribution, storage and issue functions for fuel oil,
furniture, film, mail, instructional materials, textbooks,
and other materials; systemwide inventory management
for MCPS furniture and equipment; and redistribution
of furniture, equipment, and instructional materials
for school closings and consolidations. Evaluates program
efficiency and effectiveness, and implements recommendations
that improve supply and property management programs.

| Knowledge of the principles and practices which are
basic to the procurement function. Thorough knowledge
of the principles, practices and procedures of supply
and property management, including warehouse management,
distribution procedures and quality control concepts.
Knowledge of MCPS organization and functions preferred.
Excellent organizational, administrative, and supervisory
abilities. Excellent oral and written communications
and human relations skills.

| Bachelor's degree from an accredited college or university
in business administration or a related field. Master's
degree preferred. Course work should include logistics,
purchasing and quality control. Responsible supervisory
experience in supply and property management with a
large organization. Experience in a position as a buyer
or administrator of a procurement operation in either
a school system or a governmental organization. Some
experience working with computer technology in the development
of inventory control programs. Other combinations of
applicable education, training, and experience which
provide the knowledge, abilities, and skills necessary
to perform effectively in the position may be considered. |

Processes bids, purchase orders, obtains telephone
and written quotes and expedites with vendors. Receives
and processes requisitions, formal bids, telephone quotations
and written quotations.
Secures sealed bids and coordinates purchases from Maryland
State Agency for Surplus Property; arranges garage type
sales for disposing of worn out and obsolete furniture,
equipment, and scrap material.
Formally presents bids to Board of Education for all
bids over $15,000 and recommends the best bid to the
Board.
Examines and revises, when necessary, all specifications
submitted by staff outside the procurement unit.
Responsible for supervising and evaluating personnel
within the unit.
Works with and advises staff outside the unit regarding
procurement unit services; conducts constant research
to determine the availability of new and improved products
on the market, and bringing such information to the
attention of affected staff personnel.
Cooperates with other departments in seeking out new
materials, new processes, and new uses for old products
which, in the judgment of the buyers, may have value
to MCPS.
Submits and justifies an annual budget.
Plans, budgets, organizes, and implements plans and
systems to meet the logistical demands of schools, offices,
and county government clients spread over 500 square
miles.
Manages warehouse revolving fund. Signs purchase orders
for supply items, evaluates daily receipts and issues
to maintain inventory balance within authorized ceiling.
Reviews backordered items daily and initiates action
to speed delivery of backordered items.
Manages textbook account for schools. Signs textbook
purchase orders, authorizes accounts to be overdrawn,
authorizes credits for returned books.
Manages furniture accounts for additional and replacement
school furniture. Requests, receives, and evaluates
school requests for furniture; meets needs with surplus
furniture or new procurement.
Manages division accounts for staff, supplies, furniture
refinishing, vehicle operations, and maintenance, overtime
and part-time staff, vehicle replacement. Originates,
reviews, and signs purchase orders and memorandums for
expenditures.
Manages the supply and property aspects of school closings
and openings. Budgets for staff, authorizes part-time
employment or overtime for staff to accomplish redistribution
of building contents.
Plans, organizes, and implements systems for fuel oil
distribution to schools and offices. Monitors implementation
and results obtained. Receives, plans, organizes, and
implements distribution systems for instructional guides
and other instructional materials. Receives, stocks,
and distributes over 700 other blank forms and publications
used in MCPS.
Manages warehouse space utilization and distribution
systems. Monitors results and make adjustments as required.
Assumes responsibility for management of the MCPS inventory
of furniture and equipment in schools and offices spread
over the 500 square miles of Montgomery County; develops
and implements policies and procedures for improving
the data base for the furniture and equipment inventory;
consolidates multiple inventories into the MCPS system;
coordinates and guides a systemwide physical count of
furniture and equipment, with annual random sampling;
updates and maintains the furniture and equipment inventory
records; coordinates the central furniture and equipment
inventory records in cooperation with principals/program
directors and the director of accounting; coordinates
the movement of furniture and equipment with subject
coordinators/program directors; schedules and monitors
the certification of the furniture and equipment process
with program managers, e.g., principals, media services,
custodial, industrial arts, maintenance, or food services;
inventories surplus furniture and equipment and prepares
for reissue.
Keeps abreast of local, state, and national developments
in order to effect changes in operation as necessitated
by current changes in society, business, education,
etc. Keeps knowledgeable regarding ongoing and new program
development. Reviews recent literature and research
studies and reports. Evaluates findings and suggests
changes or modifications to improve existing programs.
Provides in-service workshops specifically designed
to strengthen staff competencies. Submits and justifies
an annual budget.
Assists in the preparation of special reports.
Performs related work as required.
