| Under direction, develops and
implements a strategic plan for the Department of Recruitment
and Staffing aligned with the Office of Human Resources
and school system strategic plans. Manages recruitment,
employment, assignments, voluntary and involuntary transfers,
partnership programs, student teachers, position control,
and reduction in force for all teachers, supporting services,
substitute and temporary personnel. Oversees certification
and position control. |
| Thorough knowledge of local, state,
and federal laws, rules, and regulations related to staffing
that impact the overall management of the school system.
Demonstrated ability to lead, organize, manage, and work
collaboratively. Excellent interviewing and counseling
skills, oral and written communication and interpersonal
skills. Ability to create and maintain a positive work
environment by exhibiting high performance expectations,
and a commitment to professional growth and continuous
program improvement. Effectively uses data to monitor
progress toward achieving organizational and systemwide
goals. Works effectively with principals, administrators,
support staff, and other stakeholders. |
| Master’s degree from an
accredited college or university in administration, supervision,
or personnel administration. Considerable experience
in progressively responsible positions, including staff
recruitment, selection and assignment, and employee relations.
Other combinations of applicable education, training,
and experience which provide the knowledge, abilities,
and skills necessary to perform effectively in the position
may be considered. Experience as a principal is desirable. |

• Develops and implements a strategic plan that
incorporates action plans that align with and support
the Office of Human Resources and school system strategic
plans.
•
Provides overall supervision and direction for the
recruitment, selection, placement, promotion, transfer,
reassignment, and termination for all regular, conditional,
temporary, and substitute teachers and supporting services
personnel.
•
Collaborates with administrators and supervisors to
recruit, select and assign staff to teacher-level and
supporting services positions, to project future needs,
to monitor promotions, and to address problem areas,
and problem employees.
•
Resolves complaints and hears grievances.
•
Participates in budget development and monitors department
expenditures
•
Interprets and assures compliance with personnel-related
laws, policies, and procedures impacting MCPS staff,
and assists in the adjudication of personnel problems.

•
Develops and recommends the adoption of personnel policies
and procedures for staff and Board of Education approval.
•
Oversees position control monitoring negative variances.
•
Participates in or acts as an adviser to Board of Education
negotiators.
•
Promotes balanced staffing and assures that the equal
employment opportunity program for all teacher-level
and supporting services positions is properly implemented.
•
Collaborates with the associate superintendent on the
overall operation of the Office of Human Resources.
•
Initiates and participates in employee counseling on
matters pertaining to promotion, demotion, transfer,
and on other matters pertaining to troubled employees.
•
Meets regularly with principals and department directors
to discuss personnel-related matters.
•
Represents the associate superintendent for the Office
of Human Resources when requested to do so.
•
Conducts training and staff development designed to
promote professional growth.
•
Keeps abreast of local, state, and national developments
in personnel management.
•
Performs other related duties as assigned
