SUMMARY DESCRIPTION OF CLASSIFICATION: Directs the planning of educational facilities through the development and implementation of the educational facilities master plan, preparation of student enrollment projections, involvement of community and staff, maintenance of the facilities inventory, distribution and interpretation of student assignment information, and the coordination of land development plans with other agencies. Administers capital programming and budgeting by identifying needed services and projects and estimating expenditure requirements; developing capital programs; and programming capital projects to implement the master plan. Coordinates the capital improvements program approval processes with state and county agencies, and serves as the superintendent's representative for capital programming. Prepares educational specifications and preliminary plans for all capital projects.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, ABILITIES, AND SKILLS: Thorough background and technical expertise in student enrollment forecasting, site and land development, educational facilities planning, capital budgeting and programming, school design and construction, and school-community involvement. Knowledge of the MCPS Capital Improvements Program (CIP), of the methods for developing the CIP, of the State Interagency Committee functions and requirements, and of the relationships with Maryland National Capital Park and Planning Commission, and the Montgomery County Government is desirable. Superior oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with a specialization in planning and school facilities; experience in measuring population changes-increase, decrease, characteristics; experience in managing a staff; experience in relating educational programs to facilities needs; experience as a school facilities planner. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

This position is responsible for directing the planning of educational facilities by:

Identifies facilities needs and develops viable solutions

Articulates a plan to address future capital and non-capital solutions through the publication of the Capital
Improvements Program, the State budget request, and the Facilities Master Plan

Manages the state and local capital budget process - communications, presentations and documentation with the superintendent, the Board of Education, the county executive, the County Council, and appropriate state officials

Implements facilities plans through preparing educational specifications, facilitating boundary committees, and identifying relocatable placements and program changes

Monitors and interprets demographic and economic indicators and projects change

Facilitates the integration of facilities planning with other functions of the school system through the coordination of the special education master plan, upgrading of education building standards, coordination with maintenance and transportation staff, and works with school and other administrative staff on space planning

Represents the superintendent by communicating the priorities of the school system to individuals, community groups, other government entities, and the press through formal presentation and reports and oral and written correspondence.
