| Under direction of the chief
operating office, administers the department, including
leadership for developing, planning, implementing, and
maintaining a 24-hour comprehensive personal and physical
plan security and school safety program for MCPS to ensure
a safe and secure educational environment for students,
staff, parents, and visitors. Supervises and evaluates
division staff, provides leadership for department responses
to security system, and school safety initiatives and
improvements. Designs and implements comprehensive training
programs for staff. Works collaboratively with community
superintendents and system leadership staff to plan and
train staff, as well as develop programs that ensure
safe and secure schools. |
| Knowledge of MCPS organization, policies,
regulations, operating and capital improvements program
budgets. Thorough knowledge of current safety and security
methods and communications technology. Knowledge of local,
state, and federal laws and ordinances related to school
safety and security. Ability to plan, organize, monitor,
and evaluate a comprehensive MCPS safety and security
program. Excellent oral and written communication and
human relations skills. Excellent organizational and
negotiation skills. |
| Bachelor’s degree in criminal
justice or related field from an accredited college or
university. Considerable experience in managing organization
of comparable size in law enforcement, security, or related
field. Experience in budget preparation and administration,
supervision, and training. Other combinations of applicable
education, training, and experience which provide the
knowledge, abilities, and skills necessary to perform
effectively in the position may be considered. |

of a valid Maryland Class C license or equivalent. |

Plans, develops, implements, and maintains the MCPS school
safety and security operation to ensure a safe environment
for students, staff, and community members using MCPS
facilities.
Responsible for the implementation and oversight of
MCPS safety and security policies and regulations.
Prepares and administers the department’s annual
operating and capital improvements budgets.
Maintains a working relationship with police, fire,
and other safety and security-related organizations
to ensure their assistance in dealing with problems
and in the prevention of potential problems at schools.
Communicates with community through written correspondence,
telephone calls and personal visitis, preparing correspondence
for and makes presentations on behalf of the superintendent,
deputy superintendents, and Board of Education members
on request.
Continually evaluates MCPS school safety and security
programs, recommending changes.
Recommends school safety and security staffing levels
for schools and assists the Office of Human Resources
in screening and selecting school-based security staff.
Responds to request from principals regarding school
safety and security matters.
Develops and implements safety and security in-service
training programs.
Reviews all MCPS serious incident reports and takes
action when appropriate.
Develops standard operating procedures for school
and centrally based safety and security staff.
Maintains an incident reporting system.
Oversees school security audits and makes recommendations
about how to improve safety in individual schools.
Oversees development of local school crisis management
plans.
Works with the appropriate agencies to maintain safe
and secure buildings for after-hours programs.
Recommends placement of security equipment.
Performs related work as required.
