| Under direction of the associate superintendent, develops,
coordinates, implements, administers, and evaluates
a comprehensive program of pupil personnel, school psychology,
guidance and counseling, school health, and social work.
Monitors home instruction, international student admissions
office, psychological records and reports of suspected
child abuse and neglect. Provides liaison with Montgomery
County Government, community, and private agencies.
Responsibilities include: budget planning; development
of policies and procedures for pupils services; staff
selection; in-service training; long-range program planning;
establishing immediate priorities.

| Thorough knowledge of the pupil services bylaw as well
as federal and state legislation relating to the provision
of pupil services. Knowledge of all Montgomery County
Public Schools (MCPS) policies and procedures. Knowledge
of current trends and issues related to interagency
services. Ability to plan, administer, and coordinate
a countywide pupil services program. Ability to collect,
analyze, and interpret data relative to student learning
and adjustment problems. Ability to effectively work
with others. Excellent skills in oral and written communication,
organization, and interpersonal skills.

| Master's degree from an accredited college or university.
Three years of successful teaching or related experience
in counseling, pupil personnel work social work, psychology,
or school health. Other combinations of applicable education,
training, and experience which provide the knowledge,
abilities, and skills necessary to perform effectively
in the position may be considered. |
| Meets Maryland state certification or licensure requirements
for one of the pupil service fields, including social
work, guidance and counseling, school psychology and
pupil personnel worker, or meets Administrator I requirements.

Collaborates with field offices in the development
of pupil services plans at the local school level.
Develops and interprets policies and procedures which
will assure compliance with the state pupil services
bylaw and assures effective functioning of pupil services
individually and collectively at county, field offices,
and school levels.
Supervises staff in the coordination of pupil services
with other community resources, agencies, and services.
Collaborates with the field supervisors in the delivery
of pupil services.
Develops and maintains cooperative pupil services agreements
and programs with other agencies.
Acts as liaison for the superintendent on matters related
to pupil services with the Maryland State Department
of Education (MSDE) and other private or public organizations.
Provides leadership in the development, direction,
and coordination of home instruction, international
student admissions, guidance, social work, psychological,
pupil personnel programs and services, and provides
input to the evaluation of these personnel.
Plans in-service programs to assist the staff in the
understanding and effective use of the available pupil
services.
Evaluates the effectiveness of pupil services and makes
recommendations for more effective services to students.
Collects, analyzes, and interprets data for dissemination
to improve the delivery of pupil services.
Develops reports and plans as necessary.
Participates in the selection, assignment and evaluation
of staff.
Prepares an annual departmental operating budget with
such supporting data as are necessary for clarification
to the Superintendent and to the Board of Education
Performs other duties as assigned. |
