| Under direction, administers the elementary and secondary
magnet programs, including dissemination efforts, to
ensure continued guidance and leadership for the magnet
programs. Coordinates the Gifted and Talented program,
K-12, including screening and identification, programming
for gifted, PADI, GT/LD students; and teacher training
for differentiation, to ensure programs and services
for the 25 percent of MCPS students identified as gifted
and talented (and the 40 percent of high school students
who take at least one honors course). Supervises staff
assigned to the division including the teacher specialists,
grant coordinators, teachers of the gifted, teacher
level positions for identification and multicultural/parent
work, and others. Serves as supportive evaluator of
Magnet staff. Analyzes and evaluates magnet programs
in the Centers for the Highly Gifted, and school level
honors and gifted/talented programs and develops policies
and procedures for the implementation of the programs.
Makes recommendations to appropriate school, Office
of School Administration personnel, or central office
staff regarding magnet or gifted/talented personnel,
program and budget.

| Thorough knowledge of curriculum and instructional
programs and assessment with the ability to accommodate
programs to provide rigor and challenge across the instructional
continuum. Knowledge of legislation, regulations, and
practices governing selection of students for special
programs. Knowledge of educational research and computer
applications. Thorough working knowledge of Educational
Goals of MCPS and MCPS Policies on Quality Integrated
Education and on Education of Gifted and Talented; and
national trends regarding magnet programs, innovative
programs or approaches, gifted and talented, honors,
and other programs. Ability to work collaboratively
with principals, magnet coordinators, teachers, counselors
and others in the development of effective magnet and
gifted programs and in the resolution of problems associated
with these programs in a multicultural environment.
Ability to use technology in curriculum to support and
extend instruction and to facilitate communication.
Ability to draft, edit, and compile reports for systemwide
use. Excellent oral and written communication skills
and interpersonal skills.

Master's degree in education from an accredited college
or university with specialization and course work in
curriculum, administration, and education of the gifted.
Doctorate degree preferred. At least five years of outstanding
experience as a classroom teacher with students of varying
abilities including the highly able. Experience designing
curriculum, planning and conducting training, and organizing
resources to address education
of the gifted. Experience in preparing budget documents
and financial reports. Other combinations of applicable
education, training, and experience which provide the
knowledge, abilities, and skills necessary to perform
effectively in the position may be considered.

Coordinates, monitors, and evaluates work of staff
within the division to maximize services to MCPS.
Works with the Office of School Administration staff
to interpret and disseminate the magnet, gifted/talented,
and innovative programs.
Works with principals of schools with Centers for Highly
Gifted and other principals in monitoring quality and
needs of services.
Maintains close liaison with the principals of the
magnet schools in monitoring the quality and needs of
the magnet school programs.
Works with the staff within Department of Academic
Programs, e.g., Curriculum Coordination and Implementation,
Special Education Instruction, Division of ESOL/Bilingual
Programs, and Early Childhood Services, to insure a
coordinated effort in serving schools.
Works across the K-12 curriculum to ensure appropriate
accommodations and differentiation.
Works with staff to infuse technology across all Enriched
and Innovative programs.
Plans inservice training and, in conjunction with the
School Improvement Training Unit and Systemwide
Training Unit, provides necessary courses to maintain
and improve skills and to expand knowledge of teachers
in differentiation, innovative approaches, and magnet
concepts.
Assists the director of the Department of Academic
Programs in providing recommendations to appropriate
school, and central office staff regarding personnel,
program, and budget aspects of the programs for which
Enriched and Innovative Instruction are responsible.
Represents the Department of Academic Programs on national,
state, and local committees and task forces.
Supervises specialists, teachers of the gifted, program
and grant coordinators, and others in the division.
Serves as a consultant for assessment design, implementation,
and interpretation.
Manages accounts for the Enriched and Innovative Instruction
division, instructional budget allocations for magnets
and gifted and talented, and grants.
Plans and supervises student programs such as Summer
Gifted and Talented and GT/LD programs and
Odyssey of the Mind.
Handles first level appeals regarding magnet and gifted/talented
programs.
