| Under direction, plans, develops and coordinates the
delivery of instructional and ancillary services to
students within MCPS who are speakers of other languages
or who have limited English proficiency for grades pre
K-12. Oversees bilingual projects, develops and coordinates
bilingual proposals, and coordinates parent education
and community outreach activities. Coordinates the activities
of The Bilingual Assessment Team, the bilingual counselors
and The American Indian Education Program. Provides
supervision to International Student Admissions.

| Thorough knowledge of the principles and techniques
for teaching English to speakers of other languages.
Ability to innovate and conceptualize new programs.
Excellent management skills and excellent oral and written
communications and human relations skills. Multilingual
skills and bicultural background highly desirable. High
level of experience working with diverse groups in a
variety of projects and capacities.

| Master's degree from an accredited college or university
in education, administration or a related field. Course
work should include English as a second language, bilingual
education, linguistics, and cross-cultural studies.
Experience as a teacher of English as a second language.
Experience in supervision and administration of programs
and personnel. Experience in developing and implementing
programs to meet student needs. Other combinations of
applicable education, training, and experience which
provide the knowledge, abilities, and skills necessary
to perform effectively in the position may be considered. |
Meets Maryland state certification requirements for
ESOL teacher and supervisor and principal or
Administrator I. |

Plans, coordinates and develops ESOL/Bilingual curriculum
and other program practices. Develops programs for LEP
students with special needs. Develops curriculum resources
for use by teachers and schools pre K-12. Recommends
new approaches, programs and techniques. Assists with
program planning, monitoring and evaluation of new and
revised material. Provides instructional leadership
and assists in obtaining necessary resources for the
teaching staff.
Identifies in-service needs and plans and coordinates
staff training programs with OSD.
Monitors the effective implementation of Board policies
and MCPS ESOL/Bilingual program procedures. Recommends
goals, policies and programmatic changes.
Coordinates the development and dissemination of reports
and information relative to the program for staff, Board
of Education, and parents.
Observes and/or evaluates ESOL/Bilingual professional
and clerical staff members.
Keeps abreast of local, state, and national developments
in order to effect changes in operation; keeps knowledgeable
regarding ongoing and new program development. Reviews
recent literature and research studies and reports.
Evaluates findings and suggests changes or modifications
to improve existing programs.
Prepares an annual Division Operating Budget with such
supporting data as are necessary for clarification to
the superintendent and to the Board of Education.
Maintains the ESOL/Bilingual data base in order to
monitor student progress and evaluate program effectiveness.
Plans, develops and coordinates parent and community
outreach activities and programs.
Oversees management of financial accounts and expenditures.
Recommends ESOL staff allocations.
Develops community/business linkages.
Maintains liaison with MSDE and the ESOL/Bilingual
Metro network.
Coordinates the entry/exit process for ESOL students,
and designs and implements transition services.
Performs related work as required.
Prepares reports to meet local, state and federal needs. |
