SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for the administration, management, and supervision of the broad based programs, services, instruction and activities of the department, including adult education; alternative education programs, evening high school; summer school; Saturday High School; home and hospital teaching; model learning center at the Clarksburg correctional facility. Plans, organizes, supervises and evaluates all activities, programs, functions, personnel and resources of a multi-program office. Provides leadership for the staff in monitoring programs and planning responsive improvements to instruction and program offerings. Provides leadership and support to the Montgomery County Public Schools school community and community at large through programs, services, and experiences.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, ABILITIES, AND SKILLS: Thorough knowledge of state by-laws and Montgomery County Public Schools’ policies and procedures. Thorough knowledge of the basic educational interests and needs of the adult population of Montgomery County. Knowledge of diagnostic and remedial instruction procedures for students. Excellent organizational ability and skill to manage diverse program offerings in multi-locations throughout the county. Effective administrative and supervision skills. Excellent counseling, human relations, and communication skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master’s degree from an accredited college or university in educational administration or a related field. Experience as a classroom teacher and principal. Administrative experience desirable. Other combinations of applicable education, training, and experience that provide knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state requirements for special education teacher and administrator I certification.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) None

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads in the development, management, evaluation and modification of all programs in the Department of Alternative Programs. Selects, supervises and evaluates staff. Coordinates the development of staff and other resources necessary to provide a quality program for all learners (school age to adults). Projects need for and manages human, physical, and financial resources. Directs the planning and implementation of staff development and training programs for departmental and school based staff. Coordinates the development of the strategic plan for the department.. Plans, implements, supervises and administers a wide variety of vocational offerings for adults and school-age youth. Provides high school credit programs for adults and school-age youth through the evening high school and Saturday school. Plans, coordinates, and implements the elementary and secondary summer school program. Coordinates administrative, supervisory, and support services for a countywide Summer Supplemental employment program which provides 10-month professional employees to work during the summer months, participating in activities related to specific systemwide goals and objectives. Maintains close liaison with other offices with regard to the interrelated operational aspects of services or functions performed by the Summer and Evening High School staff. Works with other administrative personnel in the interpretation of existing policies and procedures along with possible improvement of services. Keeps abreast of local, state, and national developments in order to affect changes in operation as necessitated by current changes in society, business, education, etc. Prepares an annual Departmental Operating Budget with supporting data. Ensures that program statistics, applicable reports and related directives are completed in a timely manner. Performs related work as required.
