| Under direction, assesses system wide curriculum needs
and coordinates program development priorities and activities
for all county Pre/K-3 programs. Works with county,
public, private and volunteer agencies to plan for a
comprehensive, coordinated early childhood program.
Plans immediate and long-range countywide early childhood
education program objectives and activities, and coordinates
all MCPS early childhood efforts. Consults with subject
coordinators in the design of curriculum for Pre/K-3
programs. Develops communication networks that enable
school personnel, parents and community leaders to be
knowledgeable about early childhood education. collaboratively
plans and provides leadership for training for all staff
involved with early childhood education programs. Provides
leadership for evaluation and selection of appropriate
textbooks, instructional materials, furniture and equipment
for early childhood education programs. Manages special
countywide Pre/K-3 programs and activities. Interprets
the program to the Board, staff and community. Directs
the implementation of the Early Childhood Education
Policy and its regulations.

| Thorough knowledge of current literature on research
and trends in early childhood education. Ability to
assess program needs; develop short- and long-range
plans; coordinate program implementation through various
school system departments and with county and other
nearby public and private agencies; develop communication
networks with school personnel, parents and community
leaders; plan, coordinate and lead staff training workshops;
supervise classroom instruction; infuse technology in
curricula to support instruction and to use computer
application_ as office tools; manage the work of the
staff assigned to the Early Childhood Unit; and write
grant proposals and prepare budget documents and financial
reports. Excellent planning, organization, and written
communications, and human relations skills required.

| Master's degree with course work in early childhood
education, curriculum, supervision and administration;
doctor's degree preferred. Considerable outstanding
teaching or related experience at Pre/K-3 level. Successful
recent experience supervising early childhood education
program or as an elementary principal preferred. Other
combinations of applicable education, training, and
experience which provide the knowledge, abilities, and
skills necessary to perform effectively in the position
may be considered. |
| Meets Maryland state certification requirements for
elementary supervisor and principal or administrator

Plans for a comprehensive early childhood program with
MCPS departments, county, and other nearby public, private,
and volunteer agencies. Plans immediate and long-range
early childhood education program activities and coordinates
all MCPS early childhood efforts.
Consults with subject coordinators in the design of
curriculum for Pre/K-3 programs.
Manages specific countywide programs and activities,
such as the prekindergarten program, Maryland
Model for School Readiness (early Identification program),
Kindergarten Orientation Program, revisions of the primary
grades' report cards, and other related responsibilities.
Prepares special reports and annual budget recommendations
for early childhood education programs.
Develops strategies to improve achievement and attitudes
toward learning of all students.
Plans and provides leadership for Extended Learning
Opportunities (summer and school-year program development)
and staff training.
Plans and manages early childhood education pilot test
programs.
Develops communication networks that enable school
personnel, parents and community leaders to be knowledgeable
about early childhood education.
Provides leadership for evaluation and selection of
appropriate textbooks, instructional materials, furniture
and equipment for early childhood education programs.
Serves as a resource person to schools that wish information
or program support for early childhood education programs.
Collects information about research findings dealing
with early childhood education, and interprets and makes
these findings available for Board of Education and
MCPS staff.
Develops channels and processes to ensure effective
coordination of early childhood education programs with
schools and central office staff.
Works with school staff in monitoring and evaluating
implementation of the Early Childhood Education Policy;
meets with school faculties to provide information and
support staff development activities; advises individual
principals and teachers regarding instructionally related
concerns, problems and/or adjustments to new situations.
Disseminates information on successful practices including
the incorporation of technology to enhance student learning.
Manages all department accounts.
Assists with early childhood education facilities planning.
Manages the proper implementation of state and federal
laws, such as Maryland's Bridge to Excellence and the
No Child Left Behind Act as related to early childhood
education. Interprets the program to the Board, staff
and community. Serves as liaison with the staffs of
MSDE, Montgomery County public and private agencies.
Maintains contacts as appropriate with college faculties,
professional organizations, and other groups or individuals
who influence direction of early childhood education.
Writes proposals for state, federal or private grants.
Collects data and prepares responses to requests for
information. Represents early childhood education on
task forces and committees. |
