| Under
direction, manages the implementation of Title I of the
Elementary and Secondary Education Act, No Child Left Behind
(NCLB), Extended Learning Opportunities, and School Improvement
grants. Plans immediate and long range initiatives for
Title I and state and locally funded Academic Support schools,
including programming models, budgeting, funding, staffing,
accountability, comprehensive school improvement training.
Collaborates with MCPS divisions and departments to ensure
that NCLB requirements are met. Consults with individual
administrators and leadership teams regarding school improvement
and school wide programming. Serves on various task forces
or committees at the district and state level. Interprets
related programs and policies for the Board of Education
and County Council. Makes recommendations to staff, administrators,
and central office staff regarding Title I requirements
and assists with the development of policies, procedures,
and processes to facilitate implementation of mandates
in compliance with NCLB legislation Supervises staff assigned
to the division, including the coordinator, instructional
specialists, and support staff. Prepare grant proposals
and required progress reports. |
| Thorough
knowledge of MCPS organization and administration, policies
and procedures, goals and priorities, assessment programs,
and state and federal regulations, particularly Title I
of NCLB, and School Improvement grants. Knowledge of research
and scientifically based instructional methods as required
by NCLB. Ability to assess program needs, develop short
and long range plans, coordinate program implementation
through various school system departments and with county,
public, and private agencies; develop communication networks
with school personnel, parents, and community leaders;
plan and lead staff training workshops and school leadership
training efforts. Extensive knowledge of the MCPS budget
process in relation to grant programs. Ability to work
effectively with executive staff, central supervisors,
school-based administrators, teachers, and supporting service
staff, particularly those in other MCPS offices who are
involved in the implementation of NCLB. Ability to prepare
grant reports which include effective data displays and
an analysis of progress, and presentations for the superintendent,
Board of Education, County Council, and other groups as
needed. Excellent planning, organizational, management,
human relations, and oral and written communication skills. |
| Master’s
degree with course work in early childhood, elementary
or special education; certification in administration and
supervision. Doctor’s degree preferred. Five years
outstanding teaching experience and/or administrative experience
in elementary schools, particularly those with highly diverse
populations. Three years administrative experience, principal
preferred. Demonstrated leadership and broad experience
working with diverse staff. Successful experience working
with Title I programs and implementing regulations and
completing program evaluations. Experience with using technology
to prepare reports and presentation to a broad range of
audiences. Other combinations of applicable skills necessary
to perform effectively in the position may be considered. |

Works in collaboration with various school system

efforts in supporting schools and providing an effective
instructional program for all students.
Manages the proper implementation of federal and
state laws. Interprets the programs to Board of
Education,
County Council, staff, and community. Serves as a
liaison to appropriate state and local agencies.
Provides recommendations for new programs and assists
with development of related projects in identified
schools.
Prepares special reports and annual budget recommendations
for Title I. Develops strategies to improve student
achievement. Plans and provides leadership for
targeted programs, including funding, training,
monitoring,
and evaluation. Plans and manages pilot programs.
Develops communication networks that enable school
personnel, parents, and community leaders to
be knowledgeable about Academic Support programs.
Works with the Department of Shared Accountability
(DSA) and school staff in monitoring and
evaluating implementation of Title I programs including
ELO.
Provides leadership for comprehensive school
reform training.
Represents Title I on various committees
and/or task force groups.
Develops budgets and manages accounts.
Maintains current knowledge regarding
ongoing requirements of related federal
and state
legislation.
Reviews
research, studies, and reports
as a basis for program planning.
Evaluates findings and suggests
changes/modifications to improve existing programs.
Writes
proposals for state and federal grants. Collects
data and prepares
responses for
requests for information.
Coordinates, monitors, and evaluates
work of staff within the division
to maximize
services
to schools.
Performs other related duties
as assigned.
