Under direction, assesses family and community needs
and coordinates the planning and implementation of a
variety of programs to build the capacity of schools
to provide services to students and families to support
student learning and performance on local, state, and
national assessments. Provides leadership for the implementation
of family, community, and business partnership programs
and services to ensure accountability for the Montgomery
County Public School (MCPS) Strategic Plan outcomes and
Board of Education policies. Works with state county,
public, private, and volunteer agencies to plan for comprehensive
family outreach programs. Collaborates and consults with
program directors/ supervisors, parents, and community
organizations in the design of parent materials, workshops,
and presentations to support parent knowledge of and
engagement in schools and their children’s academic
program. |
Knowledge of current literature and research on national
parent outreach program models that support student
learning and academic achievement. Ability to assess
program needs; conceptualize new programs, particularly
for diverse communities; develop short and long-range
plans; and, coordinate program implementation through
collaboration with other MCPS offices and community
organizations; develop communication networks with
school personnel, parents, business, and community
leaders; plan and coordinate staff training workshops;
infuse multimedia to support parent outreach program;
manage division staff ; oversee development of division’s
strategic plan, provide direction and guidance for
improvements to Goal 3 of the MCPS Strategic Plan;
write grant proposals, prepare budget documents, financial
reports, and reports to the superintendent and Board
of Education. Excellent management, planning, organization,
written communications, and human relation skills
required. |
Master’s degree from an accredited college or
university Doctor’s degree desirable. Experience
as a principal or assistant principal is desirable..
Successful experience in directing, supervising, and
evaluating staff. Experience in program development
and implementation. Demonstrated leadership and broad
experience working effectively with diverse staff,
students, parents, and the community. Other combinations
of applicable education, training, and experience,
which provide the knowledge, abilities, and skills
necessary to perform effectively in the position, may
be considered.

meeting with community groups and school PTA groups.

Plans, develops, and coordinates parent and community
outreach activities and programs that support improved
student learning and academic achievement. Oversees implementation
of countywide programs and activities, including but
not limited to Study Circles, Conquista Tus Suenos, and
Comer Process Model.
Directs collaborative development of multimedia materials
and resources for parents and the community.
Develops business and community partnerships.
Monitors the effective implementation of Board policies
regarding family and community involvement and recommends
goals, policies, and programmatic changes.
Coordinates the development and dissemination of reports
and information relative to the program for staff, Board
of Education, parents, community members, business leaders
and schools.
Oversees management of financial accounts and expenditures
and prepares reports annual budget recommendations.
Maintains contacts as appropriate with college faculties,
professional organizations, and other groups or individuals
who influence direction of family and community involvement.
Collects data and prepares responses to requests for
information.
Represents MCPS on task forces and committees.
Performs related work as required.
