| Under direction, organize, staff, and supervise the
division in order to effectively and efficiently maintain
all facilities owned by Montgomery County Public Schools
(MCPS). Evaluate working and facility conditions and
schedule routine preventative maintenance work with
as little interference of the instructional program
as possible. Respond to emergency maintenance as the
situations arise.

| Thorough knowledge of school plant equipment operation
and design, and of leading edge methods of providing
efficient and effective maintenance services. Ability
to manage a full service facility maintenance program
for multiple building locations and provide leadership
for a diverse work force of approximately 300 supervisors
and maintenance trade people/technicians. Ability to
coordinate work schedules in a multi-facility organization.
Excellent oral, written communication, and interpersonal
skills.

| Bachelor's degree from an accredited college or university
in industrial management, engineering, or related field
with coursework in management, facility, planning, and
finance/budgeting. Training courses/workshops in maintenance
procedures. Minimum five years management experience
in a responsible position related to facilities maintenance
and operation of school plant equipment. Other combinations
of applicable education, training, and experience which
provide the knowledge, abilities, and skills necessary
to perform effectively in the position may be considered. |
| Possession of a valid Maryland noncommercial class
C driver's license, or equivalent. |

Plans and administers the overall operation of the
maintenance division, check work progress, operational
efficiency, and initiate improvements wherever possible.
Establishes and implements a routine of preventive maintenance.
Directs supervisors in the maintenance division concerning
their duties and responsibilities regarding the maintenance
tradesmen, work activities, and the needs and changes
in the educational program. Selects and trains employees
in the division, evaluates their efforts, coordinates
and manages job instructions, safety, grievances, status
changes, and other personnel matters.
Maintains close relationship with the director, Department
of Facilities Management, in order to plan and implement
maintenance services. Works closely with department
directors, school principals, community agencies to
plan and understand the workload responsibilities of
this division. Work closely with law enforcement office
to combat vandalism.
Researches and analyzes improved methods of maintenance.
Provides an efficient operation through organization,
being alert to the changes developing daily. Resolves
the educational program needs with suggestions accomplishing
them.
Provides in-service workshops specifically designed
to strengthen staff competencies. Encourage staff participation.
Provides evaluative information regarding facilities
and equipment to the Division of Construction which
might be included in the design and construction of
future educational facilities.
Keeps the schools open and safe by responding to emergencies
that arise.
Maintains good public relations. Keeps school staffs
informed of all planned maintenance activities.
Prepares and submits an annual operating and capital
budget for maintenance. Meets with the Board of Education
and County Council for discussion on the maintenance
program, its functions, plans, and budget. Manages and
accounts for the expenditures during the year. Assists
in the preparation of special reports.
Responsible for supervising and evaluating personnel.
Performs related work as required. |
