SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for planning and administering the countrywide school plant operations program and for ensuring that schools and buildings are safe and clean and that heating and air conditioning equipment is in proper operating condition.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, ABILITIES, AND SKILLS: Thorough knowledge of the Board of Education, local, state, and federal laws, rules, policies, regulations and procedures dealing with building operations. Thorough knowledge of school plant and building service practices, procedures and methods. Ability to plan, administer, and maintain effective and efficient school plant and building service programs for MCPS. Excellent organizational ability. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work emphasis in general school administration and school plant operations required. Progressive supervisory responsibility for plan operations functions in a large private or government organization preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency situations at any time and to work unusual hours or overtime as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans and administers the overall function of school plant operations.

Evaluates work progress and operational efficiency, and initiates improvements where possible.

Allocates and is accountable for budgeted resources, including positions and funds.

Establishes work schedules and standards and manages custodial supply and equipment accounts.

Prepares, submits, and justifies annual budgets.

Coordinates the indoor air quality program with other responsible units.
TITLE: Director, Division of School Plant Operations CODE: 0295

Coordinates use of schools by outside groups with the Interagency Coordinating Board. Particular emphasis is placed on insuring the availability of building service coverage of schools when activities occur and on the tasks to be performed by building service employees.

Ensures that the programs for completion of preventative and minor maintenance work by building service personnel and completion of maintenance work orders by building service managers are properly implemented, documented and carried out.

Interfaces with the Division of Maintenance to coordinate these programs and resolve questions.

Responsible for the implementation of Continuous Improvement (CI) and strategic planning initiatives.

Has responsibility for the formal training of building service employees in school plant operations.

Plans and coordinates workshops embracing the use of modern cleaning equipment and techniques, efficient use of supplies and equipment, fire prevention and safety, and performance of minor maintenance activities.

Provides technical assistance to school principals on school plant operations matters.

Evaluates employees assigned to the Division of School Plant Operations in accordance with current evaluation procedures.

Coordinates and supports school-based administrators in the supervision and evaluation of school-based plant operations personnel.

Performs related work as required.
