| Under direction of the Assistant
Chief Information Officer, the position is responsible
for directing the work of the Technology Planning and
Fiscal Management team. This position leads the design
of a strategic vision and plan for the use of technology
in MCPS, strategic and tactical planning and budgeting
of the capital project for technology refreshment, coordination
of state-wide educational technology efforts, direction
of the E-rate program, and management of the Title II-D
Enhancing Education Through Technology and Title V Innovative
Programs federal grant programs. |
Must be able to organize work, manage
priorities, and meet deadlines. Thorough knowledge of
federal and state requirements for receipt of program
funds under Title II-D Enhancing Education Through Technology
and Title V-A Innovative Programs, including knowledge
of the State of Maryland comprehensive master planning
process. Knowledge of the MCPS six-year Capital Improvement
Program (CIP) plan and capital budget development process.
Ability to effectively direct the work of staff and consultants
in applying for E-rate reimbursements. Must be able to
work collaboratively to achieve desired goals and outcomes. |
Master’s degree from an
accredited college or university in public, business,
or educational administration. Five years of progressively
responsible experience providing leadership for planning,
organizing, coordinating, and budgeting. Other combinations
of applicable education, training, and experience that
provide the knowledge, abilities, and skills necessary
to perform effectively in the position may be considered. |

Develops the 6-year strategic plans and budgets for
the Technology Modernization project included in the
school system’s capital improvement program.
Develops the 3-year MCPS strategic Technology plan
required by the State of Maryland.
Prepares presentations and materials for review of
the CIP Technology Modernization budget by the deputy
superintendents, superintendent, Board of Education,
and County Council.
Participates in the development of the annual comprehensive
master plan.
Establishes annual technology modernization budgets
based on approved funding levels, technology refreshment
cycles, and current technology pricing.
Serves as the school system’s “Technology
Coordinator,” responsible for liaison and communications
with MSDE.
Coordinates planning and fiscal management for the
E-rate program, including ensuring applications are
accurate and timely and requests for reimbursement
are properly documented.
Maintains familiarity with current trends and advances
in end-user technologies that support the needs of
the school system in order to create a strategic plan
and a road map for the implementation of new end-user
technologies.
Directs Title II-D and Title V federal grants and
grant allocation programs, including the completion
of applications; establishment of program acitivities;
development of budgets; and coordination of program
monitoring, reporting, and evaluation.
Conducts consultations with non-public schools on
how they may be involved in Title II-D and Title V
funded activities.
Directs non-public school applications for service,
calculates equitable service allocations, coordinates
implements activities and services, and reports on
actual versus planned services.
Hires, supervises, and evaluates staff.
Oversees technology asset management, including the
MSDE online Technology Inventory, FAMP, and AMO Asset
Management.
Develops a departmental strategic plan that is aligned
with the Office of Information and Organizational Systems
strategic plan, including the vision, objectives, strategies,
plans, activities, and performance measures.
Collects and monitors implementation of departmental
project plans.
Integrates the Baldrige systems approach into department
processes and maintains a focus on performance results.
Performs related work as required.
