SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for managing non instructional activities of a high school. Work of the class involves responsibility for all business affairs and noninstructional administrative matters in a high school. These responsibilities include the following core of responsibilities: financial operation of a school, procurement and supply management, plant maintenance, cafeteria operations, administration of use of school facilities, transportation, plant security and safety, records and reports, planning and coordination of all business management functions with the school staff, faculty, and student body as necessary. The business manager is responsible for maintaining a continuing review of practices and procedures in the areas of business affairs and noninstructional administrative matters and of recommending revisions thereto as necessary. In addition, there are other responsibilities that individual principals may assign to the business manager.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, ABILITIES, AND SKILLS: This position requires knowledge of all of the seven core competencies of the Supporting Services Professional Growth System (SSPGS) to include commitment to students, knowledge of job, professionalism, interpersonal, communication, organization, and problem solving.

Considerable knowledge of the principles, practices, and techniques of business administration, specifically including accounting, personnel, and planning with application in some of the following areas: institutional administration, food services, transportation, security, purchasing administration, or plant maintenance.  Demonstrated ability to effectively: supervise a staff; administer a program involving coordination of a variety of activities including accounting/financial functions; analyze and prepare recommendations on a variety of activities; prepare written reports and recommendations; ability to administer automated business systems; and work with all levels of MCPS employees, students, parents, and the general public. Excellent oral and written communications and human relations skills. Completion of the School Business Manager Test.
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a major in business administration or a related field which includes the following course work: 9 semester hours in the principles and practices of accounting and 18 semester hours in two or more of the following areas: administration; supervision; institutional administration; planning; personnel; information systems; food services, transportation, security, or purchasing administration. Formal training programs, seminars, or workshops which are equal in content and time commitment to the university programs described above may be substituted for half the university credits. Experience in and responsibility for the application of professional level accounting principles and practices; and experience in the administration of a program which includes supervision of a staff and coordination of a variety of activities, including two or more of the following: procurement, plant maintenance, security, food service, or transportation, or other combinations of education, training, and experience which combine formal preparation in the principles and practices of business management, in the quantities and at the levels described above, with experience in the application of those principles and practices, sufficient to provide the knowledge, abilities, and skills necessary to perform effectively in the position. Familiarity with computer applications, computers and word processors or the ability to rapidly acquire such knowledge is required. Familiarity with a public school setting is desirable. Non-college graduates must possess the specific semester hours listed above and meet all other minimum qualification standards or substitutions where permitted. Applicants who possess the specific coursework, training, and experience listed above will be accepted without graduation from a college or university.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Financial

Conducts or supervises the conduct of all financial and accounting activities involving MCPS allocated funds and school activity needs. This includes such operations as committing funds, handling cash transactions, paying bills, maintaining necessary records and internal control.

Assist the school principal in preparing the school budget.

Controls expenditures in accordance with the budget.
Supervises and evaluates the financial secretary.

Manages the student non-clearance procedure. 

Procurement and Supply Management

Reviews and approves requests for supply, furniture, and equipment procurement through available school funds.
Prepares, processes within the school, and submits to appropriate agencies MCPS requisitions, purchase orders, or other supply requirements.

Authorizes direct and expedites school purchases and procurement activities as the onsite ‘procurement officer.

Supervises or conducts the following activities with respect to supplies, furniture, and equipment: 1) receipt, 2) storage, 3) issue, 4) use (authorization), 5) transfer (permanent and temporary), 6) disposal (non-expendable supplies and equipment); coordinates and maintains MCPS furniture, fixtures, and equipment inventory information at school level. 

Plant Maintenance
Provides non-technical line supervision and assistance to the building service manager.

Participates in the evaluation of the building services manager.

May coordinate activities with the appropriate area supervisor in the Divisions of School Plant Operations and Maintenance for technical and administrative assistance.

Assists with personnel matters by providing the administrative support necessary for the building service manager to supervise and evaluate building service employees.

Plans, coordinates, and assigns the monitoring of energy management activities.

Supervises the work order request process to the Division of Maintenance. 

Cafeteria Operations
Provides non-technical line supervision and assistance to the cafeteria manager.

Provides input to the DFNS supervisor in the evaluation of the cafeteria manager.

May coordinate activities with the area food services supervisor for technical and administrative assistance.

Assists with personnel matters by providing the administrative support necessary for the cafeteria manager to supervise and evaluate cafeteria employees. 

Administration of Use of School Facilities
Assists the principal with the assignment of facilities during and after school hours, for permanent and temporary use. 

Transportation
Supervises the preparation, submission, and payment of field trip tickets. 

Plant Security and Safety
Supervises with regard to guarding school property, traffic control, fire prevention measures, and elimination of hazardous plant conditions.

Controls issuance of keys and locks, and assignment of student lockers.

Initiates MCPS reports of damaged or stolen property.

May coordinate activities with MCPS School Security Supervisor and Safety Program Coordinator and local fire and police authorities. 

Records and Reports
Maintains and updates source material from which school business and operational reports required by MCPS, state, federal, and other authorities are prepared.

Prepares or assists in preparation of such periodic and special school business and operational reports as may be required; supervises preparation of the payroll for all personnel.

Performs other related duties as requested.
