CLASS DESCRIPTION
OFFICIAL TITLE: Instructional Specialist, Placement Specialist CODE: 0833
WORKING TITLE: Placement Specialist GRADE: REG
SUMMARY DESCRIPTION OF CLASSIFICATION:Under direction of the Department of Special Education Operations, and the Placement and Assessment Services Unit, schedules, facilitates and chairs Individualized Education Program (IEP) team meetings for students with educational disabilities. Provides technical support and training to staff for referring students for more intensive special education services and transitioning students to lesser restrictive environments. Develops Individualized Education Programs, case manages, and monitors student achievement and delivery of services for students with educational disabilities who are enrolled in private special education day and residential programs. Participates in mediation and due process hearings. Serves on state monitoring team for private special education facilities to ensure compliance with Code of Maryland Regulations. Collaborates with interagency staff in developing plans of care for students with significant educational disabilities. Collaborates with staff in other MCPS units to ensure students receive appropriate special education services in the least restrictive environment.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, ABILITIES, AND SKILLS:Thorough knowledge of the mandates of the Individuals with Disabilities Education Act and the Code of Maryland Regulations governing the identification, evaluation, re-evaluation and provision of special education services and related services to children and youth with educational disabilities. Understands the continuum of special education and related services. Knowledge of curriculum, grading and reporting standards, Maryland Assessment Program, transition services and positive behavioral intervention strategies. Ability to interpret standardized assessment data. Ability to work effectively with parents, administrators, field office staff, school-based special education coordinators and service providers. Ability to build linkages and partnerships with interagency staff, transition support teachers, and private special education day and residential school staff. Excellent organization, communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE:Master's degree from an accredited college or university in special education or related field with coursework in instructional strategies, curriculum development, administration and supervision. Considerable experience teaching students with educational disabilities. Experience in developing Individualized Education Programs and implementing curriculum-based assessment. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for special education teacher, speech pathologist, or related fields.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) In-county and in-state travel required. Out-of-state travel may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Processes referrals for students with educational disabilities for intense special education services.


Collaborates with teachers, administrators, parents and students in the identification of appropriate special education services.


Schedules and facilitates Individualized Education Program team meetings.


Monitors student progress and performance in private special education day and residential facilities.


Participates in State of Maryland site visits and monitoring of private special education day school and residential facilities.


Provides technical assistance and training to field office staff, school-based staff, non-public staff and other MCPS units regarding referrals of students for consideration of special education services and the transitioning of students to lesser restrictive environments.


Participates in mediation and due process procedures.


Participates in interagency meetings to identify wrap-around services for students.

Maintains accurate student records and prepares special reports as required.
