| Under the direction of the Director of Alternative
Programs, the Coordinator supervises staff and the students
in the Refugee Training Program.
|
| Thorough knowledge of teaching English to Speakers
of Other Languages (TESOL) and second language curriculum
development (with a special emphasis on pre-vocational
and workplace English Speakers of Other Languages (ESOL),
implementation, and evaluation required. Through knowledge
of TESOL/second language acquisition approaches, methods,
and techniques and of the needs of adult learners and
of the refugee resettlement processes and related issues
required. Ability to effectively communicate both orally
and in writing; to work with linguistically, culturally,
and socio-economically diverse populations; to handle
situations that arise out of the nature of the program,
especially those related to the physical and mental
health of the students; to cooperate with other agencies
to meet programmatic goals; to elicit effective performance
from staff and students; to handle budgets and the day-to-day
logistics of program management required.

| Master’s degree from an accredited institution
in teaching English as a Second Language (ESOL) or related
field with course work in general and English linguistics,
assessment, the teaching of reading and writing, instructional
systems design, curriculum development, and cross-cultural
studies required. Minimum of five years experience as
an ESOL teacher in an adult education program, with
experience in vocational programs required. Minimum
of three years supervisory/management experience required. |
| Meets State of Maryland certification requirements
in ESOL or related field. |

Supervise total instructional program; maintain and
develop cooperative relationships with students, staff
and parents.
Assess the needs of populations served by program and
adapt program in response to those needs.
Develop curricula in order to improve the scope and
quality of the program.
Select staff according to program and MCPS requirements.
Provide for and direct staff development activities.
Confer with and evaluate staff.
Attend conferences or meetings as necessary to obtain
information and network with counterparts to enhance
program development.
Conduct in-service training for staff to provide technical
support on TESOL approaches, methods, and techniques
and to disseminate information on refugee resettlement
issues as relevant to program interests.
Develop project proposals.
Maintain and expand staff resource library.
Order materials and equipment.
Supervise maintenance of records overseeing accuracy
of expenditure reports.
Maintain communications with cooperating agencies.
Design and write evaluation reports of program and
staff as needed.
Provide required reports to Department of Alternative
Programs and funding agency.
Show evidence of continuing professional study and
job-related growth.
Perform related work as required. |
