CLASS DESCRIPTION
OFFICIAL TITLE: Instructional Specialist, Special Education CODE: 0833
WORKING TITLE: Instructional Specialist SPED Interdisciplinary Support Team GRADE: REG
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of special education in the Division of School-based Special Education, supports the Individual Disability Education Act (IDEA), and educational programs for students with disabilities provided in accordance with federal/state regulations. Major responsibilities include assisting schools in program planning, curriculum development, and use of technology to support instruction for students with disabilities, representing special education at Central Individualized Education Program (IEP) meetings, coordinating and conducting in-service programs, and providing community outreach by consulting with parents of students with disabilities and providing information about special education programs and initiatives to interested government and community groups.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, ABILITIES, AND SKILLS: Knowledge of current research and trends in curriculum and instructional strategies for special and general education students ages 0 – 21. Ability to use word processing, spreadsheet, database and assistive technologies. Ability to organize and implement in-service training. Ability to work effectively with teachers, principals and parents to provide students with effective integrated instruction. Excellent communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in special education with coursework in curriculum development from an accredited college or university. Experience chairing meetings and participating in due process hearings. Training and experience infusing technology in curriculum and instruction for students with disabilities. Demonstrated successful experience in planning, coordinating and conducting in-service activities. Experience in program planning, class organization, teacher supervision and working with the public. Other combinations of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: State of Maryland teacher certification desirable.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Must be able to move materials and equipment to and from different training sites on a regular basis.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extra hours and attend evening and weekend classes/programs as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans, implements, supervises, and administers a wide variety of adult education programs

Selects, trains, assigns, supervises, and assists in the evaluation of the teaching staff, determines location and time of classes to best meet the needs of the population to be served, and arranges for the necessary administrative details of providing a quality adult education program

Administers the budget, assists in the selection and distribution of instructional materials and supplies, maintains necessary financial records, and prepares required reports.

Assists in the preparation of announcements and brochures for distribution to county residents, students, etc.

Answers correspondence and questions regarding the programs.

Assists in the preparation of the annual operating budget request, keeps abreast of new program developments in the field of adult education, reviews recent literature and research studies and reports, evaluates findings and suggests changes or modifications to improve existing programs.

Works with community representatives in the development of new or revised programs.

Meets with other adult education specialists to explore and develop a comprehensive adult education program.

Performs related work as required.
