SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists in the administration and coordination of the work of the Department of Special Education Operations to support integrated fiscal, staffing, technology, grant, and data management systems for special education. Responds to and resolves issues and questions; gathers information needed for administrative decision-making; prepares correspondence and reports in response to requests and carries out directives to manage units and functions under the director. Coordinates and plans meetings; develops and monitors strategic planning; represents the director at Individual Educational Program (IEP) team meetings; and provides community outreach by consulting with parents and providing information about special education budget, staffing, data, technology initiatives, the Autism Waiver, Medical Assistance, equity and compliance, the central placement process, and nonpublic placements.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, ABILITIES, AND SKILLS: Thorough knowledge of the organization of Montgomery County Public Schools (MCPS) and MCPS policies and procedures. Knowledge of the Code of Maryland Regulations (COMAR) (13A.05.05); the Individuals with Disabilities Education Act (IDEA); the Americans with Disabilities Act; No Child Left Behind Act; other legislation that impacts students with disabilities; and Board Policy IOB – Education of Students with Disabilities. Demonstrated leadership ability and ability to prepare written documents/reports, and other correspondence. Ability to exercise independent initiative to perform both original and recurring assignments. Ability to use word processing, spreadsheet, and database technologies. Ability to interact on behalf of the director with other administrative staff, principals, other MCPS staff, community members, and other agencies. Excellent oral and written communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master’s degree from an accredited college or university in special education or related field. Demonstrated experience with analytical data analysis, budget preparation and staffing, delivery of large-scale projects, chairing IEP team meetings, and participating in due process hearings. Experience with organizational communications, public relations, and community relations desirable. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland APC for special education or related field preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Requires excellent physical strength to move instructional equipment, supplies and lift students in a variety of instructional settings and strategies. Crisis intervention may require participating in physical restraints.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening Board of Education and other school system meetings may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Respond to inquiries and requests for information regarding special education budget, staffing, grants, data, Medical Assistance, Autism Waiver, equity and compliance, the central placement process, and nonpublic placements from Board members, principals, staff, and community.

Review and gather information regarding special education appeals for Change of School Assignment in order to provide recommendations for appropriate action.

Gather and analyze data regarding special education students and outcomes to determine effective practices and program needs.

Assist unit supervisors and other staff in analyzing pertinent data and incorporating results in continuous improvement planning.

Respond to correspondence on behalf of Board members, the superintendent of schools, the deputy superintendent, the associate superintendent, and the director. Track and review correspondence assigned to units within the department. Research, write, edit, and review correspondence and prepare reports for the associate superintendent, deputy superintendent, and the director.

Attend meetings and serve on committees as designated by the director.

Maintain information concerning Board of Education actions pertinent to the operation of the department.

Assist the department in implementing Our Call to Action: Pursuit of Excellence The Strategic Plan for the Montgomery County Public Schools.

Assist unit directors and managers in resolving problems that affect operations.

Coordinate activities and serve as liaison to department units, other central and field offices, the community, and the Maryland State Department of Education.

Assist in the preparation of the annual operating budget request, grants, the Special Education Staffing Plan, and special education staffing.

Perform related work as required.
