| Under direction, supports cluster and system goals
to raise student achievement assessing needs using data
from MSPAP, CTBS, Maryland Functional Tests, SAT, HAS,
semester exams, and classroom data; promotes a pre-k
through 12th grade professional learning community to
build instructional capacity and foster high expectations
for staff and students; collaborates with administrators
and staff to establish high expectations; promotes effective
use of content, instructional strategies and practices
in order to increase academic rigor for all students;
organizes, facilitates and leads vertical and horizontal
teams to promote pre-k through 12th grade cluster-wide
initiatives; establishes cluster consistency in the
use of MCPS documents such as: CAI Frameworks, Blueprints
and instructional guides; researches and facilitates
the implementation of current best practices in each
cluster; coordinates vertical articulation staff development
initiatives based on common goals addressed in School
Improvement Plans; serves as a liaison between the cluster
schools and their communities.

| Knowledge of current research and trends in education,
with special emphasis on curriculum, instruction, and
training. Knowledge of effective instructional strategies,
developmental characteristics of children, instructional
uses of technology, performance-based assessments, standards-based
curriculum, education that is multicultural, and teacher
expectations on student achievement. Knowledge of new
curriculum materials and Board of Education policies
and regulations guiding curriculum implementation. Ability
to work effectively with classroom teachers, principals,
and parent organizations in providing students with
effective, integrated instruction. Ability to work as
a member of a team to plan and develop training sessions
for teachers and other staff. Excellent oral and written
communication and human relations skills.

| Master's degree or equivalent from an accredited college
or university (preference given to earned Master's degree)
with course work in curriculum development and instruction.
Five years teaching experience and developing/modeling
supportive instructional units, strategies, processes
and activities. Experience in using computers as instructional
and office tools. Experience working with diverse populations.
Staff development experience desirable. Other combinations
of applicable education, training, and experience, which
provide the knowledge, abilities, and skills necessary
to perform effectively in the position, may be considered. |
| Meets Maryland State certification requirements for
the Advanced Professional Certificate. |

Assist the cluster administrators, staff and parents
in the cluster schools by providing a smooth transition
for students, from an elementary to a secondary program.
The Vertical Articulation Specialist will focus on ensuring
continuity in the reading, writing, and math programs,
k-12, under the supervision of the community superintendents
and directors of school performance.
Identify, implement, and monitor consistent organizational,
instructional and assessment practices for student achievement.
Promote and support high expectations for all students.
Help educators develop a sequential continuum of skill
building and content knowledge from one grade to the
next.
Share and disseminate effective instructional practices
for all students.
Oversee and monitor the utilization of framework and
blueprints for inclusion of required skills from grade
level to grade level.
Collect and organize data, meet with principals and
school staff to review data and vertical articulation
opportunities in order to drive instruction.
Work closely with the principals and school staff to
help establish goals for improvement, high expectations
and increased academic rigor.
Coordinate and provide training, model and coach in
classrooms to promote higher order thinking skills.
Assists teachers in long-range unit planning and act
as conduit to funnel information to cluster staff.
Build leadership capacity through vertical and horizontal
team experiences.
Serve as a link to articulate academic needs from one
level to the next – coordinate and conduct outreach
programs to parents. |
