| Under general supervision of Coordinator, Program for
Seriously Emotionally Disturbed, assists school staff
land families in accessing appropriate services for
students with serious emotional disturbance (SED) and
their families. Provides direct clinical services as
needed to youth with SED and their families. In conjunction
with supervisor, works to develop and operationalize
model for providing services to students and their families.
Assists in developing and monitoring individualized
education programs (IEPs). Assists in designing assessment
and feedback tools to evaluate program effectiveness.
Identifies and addresses training needs of staff and
parents. Consults with school, area, central and local
agency staff.

| Knowledge of MCPS and the local agencies providing
service to youth and their families. Excellent clinical
knowledge and skill in working with youth with SED and
their families. Working knowledge of federal, state
and local laws, policies and regulations related to
special education in general and serious emotional disturbance
(SED) specifically. Ability to assist in developing
and monitoring individualized programs (IEPs) that include
appropriate social skills, behavioral, and academic
goals. Ability to provide on-site crisis intervention,
therapeutic services, and behavior management to youth
with SED and their families as needed. Ability to deliver
clinical/educational case management services to SED
students and their families. Ability to work with MCPS
and local agencies to design and implement a comprehensive
program to SED students and their families. Excellent
public relations and human relations skills. Excellent
skills in oral and written communication.

| Master's degree in social work or psychology from an
accredited college or university. Experience and training
which demonstrate successful use of clinical skills
in working with students with serious emotional disturbance
and their families, special education programs, and
other agencies. Experience which includes appreciation
of learning theories, theories of social interaction,
and psychological theories. Experience in crisis intervention,
behavior management and staff training in these areas.
Or other combination of applicable education training
and experience which provides the knowledge, abilities
and skills necessary to perform effectively in the position. |
| A valid license issued by the Maryland state Board
of Social Work Examiners; or a Maryland State Department
of Education Level II School Psychology certification. |
| (Special requirements such as lifting heavy objects and frequent climbing.) Ability to assist in physical restraints as required. |

Works directly with identified Level 4 students, their
families and staff. Determines family/student educational
and mental health needs. Serves as case manager to assist
school staff and families in accessing appropriate services
for students with SED and their families. Assists in
developing and monitoring IEPs that include social skills,
behavioral and academic goals.
Provides on-site crisis intervention, therapeutic services,
and behavior management to a small number of students
and their families as needed. Demonstrates crisis intervention
and behavioral techniques to staff and parents.
Works with other agencies to access services. Provides
information about services requested, those found most/least
helpful, and barriers and linkages to providing services.
Provides feedback on facilitation interagency collaboration.
With assistance from the Department of Educational
Accountability, designs needs assessment tools, parent/student/
staff satisfaction questionnaires, format for documenting
services and procedures for accessing services, and
final evaluation. |
