| Under direction, prepares proposals and other reports;
coordinates and supervises central office staff in the
education component in Head Start; provides supervision
to Head Start classroom teachers and aides; participates
in evaluation of teachers; coordinates the hiring of
new employees for education component; develops, coordinates,
and implements in-service programs for Head Start teachers
and aides; and conducts training sessions on child growth
and development for parents and volunteers.

| Thorough knowledge of Head Start program, philosophy
and organization. Excellent written and oral communications
and human relations skills.

| Master's degree from an accredited institution in early
childhood education. Three years' successful teaching
experience on a preschool level preferably in Head Start
programs. One year experience supervising preschool
program desirable. |
| Meets Maryland State Department of Education certification
requirements for administration and supervision. |

Prepares written proposals, component plans, and training
plans which are required by the Department of Health
and Human Services; and prepares written annual progress
reports, etc., as required by the superintendent and/or
members of the Board of Education.
Maintains coordination and provides supervision of
central office staff members of the education component
(i.e., speech pathologists, psychologists, education
specialists, and the coordinator of volunteers) by conferring
with them and observing them in their interactions with
teaching staff and children; coordinates the conduct
evaluation process for central office education staff;
maintains coordination and provides supervision of teachers
and classroom aides by observing them in classroom settings,
offering technical assistance and conferring with staff
to discuss suggestions/recommendations regarding teaching
techniques and other matters relative to their performance;
and assists principals with evaluations of Head Start
teachers.
Develops and provides curriculum materials for teachers
and instructional assistants in which activities, materials,
etc., are prescribed; develops, coordinates, and implements
in-service programs for Head Start teachers and classroom
aides; coordinates training with other Head Start and
MCPS components.
Coordinates the hiring of new employees for the education
component by reviewing applications of candidates, screening
applicants for the interview process, formulating interview
questions, setting up the interview schedule, and functioning
as a member of the personnel committee; and coordinates
assignments of education personnel and individual members
of teaching teams with project director; works with
career development coordinator in the processing and
training of substitute instructional assistants. Assists
the project director in making the necessary arrangements
for the transfer of equipment and materials for centers
which have been relocated.
Serves on Special Needs Committee and Health Coordinating
Committee; serves on the Intensive Learning Center team
on a consultative basis, prescribing special materials
and activities for special needs of children.
Conducts training sessions on child growth and development
for parents, volunteers, etc.
Reviews and evaluates early childhood materials and
equipment, and reviews purchase orders placed by teachers
making certain that appropriate materials are selected.
Provides educational leadership and facilitates coordination
of Head Start educational services with MCPS early childhood
programs and the Montgomery County Health Department.
Performs other duties as designated by Head Start project
director.
