| Under the supervision of the Senior Specialist, Leave
and Worker’s Compensation, implements and administers
the Montgomery County Public Schools (MCPS) attendance,
leave, and worker’s compensation policies and
practices. Responsible for resolving complex employee/retiree
questions/issues in these areas. Makes determinations
on procedural matters regarding attendance, leave, and
worker’s compensation and their application to
specific circumstances. Trains Transactions and Call
Center staff in the details of these programs and the
required processes to provide excellent customer service.
Analyzes and recommends process changes to improve customer
service. Assists in the development of relevant, informative
communications that provide employees/retirees with
key information about attendance, leave, and worker’s
compensation.

| This position requires knowledge of all of the seven core competencies of the Supporting Services Professional Growth System (SSPGS) to include commitment to students, knowledge of job, professionalism, interpersonal, communication, organization, and problem solving. Thorough knowledge of MCPS attendance,
leave, and worker’s compensation policies and procedures.
Thorough knowledge of federal, state, and local laws as
they relate to attendance, leave, and workers compensation.
Must be knowledgeable of the American Disabilities Act
and the Family Medical Leave Act. Thorough knowledge of
the MCAASP/MCEA/MCCSSE negotiated agreements as they relate
to attendance, leave, and worker’s compensation.
Thorough knowledge of the Lawson HRIS and ability to use
the system to administer/track attendance, leave, and
workers compensation. Analytic and problem-solving skills.
Ability and motivation to provide outstanding customer
service. Outstanding ability to handle difficult and/or
emotional customers. PC skills: Microsoft Excel and Word.
Ability to use Oracle Discoverer or similar reporting
tool. Aptitude for use of technology to make work more
efficient and effective. Commitment to confidentiality
of private information. Excellent organizational ability.
Self-motivated and able to meet deadlines. Excellent communications
and interpersonal skills.

| Bachelor’s degree from an accredited college
or university in Business Administration or a related
field and training in computer basics. Considerable
experience in the implementation/administration of attendance,
leave, and worker’s compensation policies and
practices in a large, public institution. Other combinations
of applicable education, training and experience, which
provide the knowledge, abilities, and skills necessary
to perform effectively in this position may be considered.

Resolves individual problems/cases as referred from
the Call Center and Transactions Unit staff, from employees,
and from principals/directors
Recommends policies and procedures in support of the
attendance, leave, and worker’s compensation programs
Implements changes to attendance, leave, and worker’s
compensation programs to comply with negotiated agreements,
changes in benefit plans, regulatory and other requirements
Works closely with ERSC Technology, Reporting, and
Systems Support staff to ensure inclusion and fulfillment
of functional requirements in systems implementations
Works with principals/directors, employees, medical
professionals, unions, lawyers, and federal/state/local
agencies to ensure the fair and consistent application
of attendance, leave, and workers compensation policies/practices
Works closely with ERSC Technology, Reporting, and
Systems Support staff to develop databases, web pages,
handbooks, memos, etc., that will enable wide-spread
communication of attendance, leave, and workers compensation
policies/practices
Gives presentations on attendance, leave, and workers
compensation policies/practices to employee and management
groups
Runs verification reports as a means of monitoring
the quality of and compliance with attendance, leave,
and workers compensation policies/practices
Reviews data reports to identify employees who are
not reported as working to identify employees on leave
at the earliest possible opportunity. Coordinates contact
with employees and supervisors to determine situations
and appropriate steps.
Communicates to employees & supervisors procedural
requirements applicable to specific situations.
Works with Payroll Specialist to address arrearage
situations from the leave perspective. Involves appropriate
staff into the process to incorporate effects of leave
on benefits coverage.
Works with Benefits Specialist to coordinate benefit
coverage implications of leave situations.
