| Manages all supportive services
systems development efforts, with the exception of human
resources, payroll, and benefits. Responsible for effectively
managing the design, development, and implementation
of multiple moderate to large scale computer database
systems (1,000 to 4,000 function points each with total
function points less than 10,000). These systems involve
both network (IDMS) and relational (Oracle) databases.
Facilitates Joint Application Development (JAD) sessions
with user and project leader to define user requirements.
Assists project leaders with the design of relational
(Oracle) or network (IDMS) databases as appropriate and
application design and implementation issues. Assists
COTS team members with requirements, evaluation, integration,
and implementation issues. Assists Application Development
and Implementation Team (ADIT) Director with project
planning and staffing issues. Responsible for maintaining
project plans and communicating those plans to user departments
and the ADIT manager. Stays current on information technology,
particularly in the area of systems development and project
management tools and techniques. Responsible for enforcement
of standards for project teams. |
| Knowledge and experience in the design
and development of at least three of the following systems:
Financial Information System, Materials Management System,
Retirement System, Budget System, and Request Processing
System. Thorough knowledge of MCPS policies and practices.
General knowledge of current MCPS network technologies.
Knowledge, training or experience in PowerBuilder, or
Oracle Developer 2000 client server development tools,
ADS/Online, COBOL, and Culprit required. Demonstrated
ability in the design of IDMS databases and the development
of IDMS applications. Excellent oral and written communication
and human relations skills. |
| Bachelors degree from an accredited
college or university required with considerable course
work in the field of data processing. Considerable experience
in all phases of the development life cycle. Experience
in the design of Oracle relational databases. Experience
with ERwin or Oracle Designer 2000 database design tools
required. Experience in the development of client/server
applications using Oracle as the back-end database. Experience
managing a team of developers and to develop and communicate
work plans for staff. Five or more years experience as
a project manager/team leader in systems development
efforts. Five or more years experience in the area of
database design. Five or more years experience with design
and development of IDMS or Oracle applications. Experience
in the design and development of applications in a client/server
environment. Experience or training in the use of function
point analysis for productivity and quality measurement
highly desired. Experience in the use of project management
tools such as Microsoft Project and Workflow tools desired. |

Working under the leadership of the ADIT director,
manages the supportive services development teams in
the performance of their tasks.
Develops and maintains work plans for staff and communicates
these plans to staff, users, and ADIT management.
Directs and assists project team members in all
phases of development
life cycle.
Meets with users and/or vendors to address
or resolve requirements, design, integration, and
implementation issues.
Assists team analysts in
the design of databases.
Makes decisions involving changes to logical or
physical database structures to improve efficiency
or correct
problems.
Assists client/server development groups
with design and technology issues related to
transfer/update of data between IDMS and Oracle databases.
Directs
COTS evaluation, planning, and implementation.
Assists with requirements, evaluation, and implementation
planning.
Plans and manages the development
of required interfaces
to allow purchased applications software
to operate efficiently and accurately with MCPS database
systems.
Facilitates JAD sessions to develop user requirements
and define scope of projects.
Assists metrics
coordinator in determination of system
characteristics and
function points.
Works with function
points and historical
data to assist metrics coordinator
with developing estimates.
Provides personnel support by selecting
personnel (within MCPS Personnel Policy);
evaluating the performance of assigned personnel; and
developing training plans
for staff on team and participating
in overall
ADIT personnel issues - evaluation
criteria development,
job descriptions, etc.
Performs other
administrative functions as needed, including
allocation of space, equipment, supplies, and dealing
with
other administrative
issues as they arise on the team.
Participates
in
on-going,
self-initiated learning to maintain
currency in the field of information technology
and shares knowledge
both formally and informally with others
as
appropriate.
Performs
related duties as required.
