SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, develops and monitors a broad range of financial data, reports, schedules and overall general accounting controls. Work of the class consists of planning, directing, and coordinating the accounting procedures and documentation necessary to ensure the smooth operation of the division; provides Annual State Financial Report, Annual State Budget Report, MCPS Annual Financial Report, and numerous other reports providing accountability to the Board of Education, staff; citizens and external auditors.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, ABILITIES, AND SKILLS: Thorough knowledge of the principles and practices of accounting with particular application in the public sector. Considerable knowledge of financial systems; practices, and procedures. Knowledge of federal, state, and other educational aid programs. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a degree in accounting, business or public administration and progressively responsible experience in accounting operations (preferably in a public service setting) utilizing computer support. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

On a regular and continuing basis develops, maintains, reviews, and documents accounting procedures using technical accounting knowledge and identifies those areas which may have procedural deficiencies or which need modification. Brings these items to the attention of the division director and institutes research and analysis of the problem and provides solutions. Prepares and/or reviews procedural documentation for newly developed modules or routines and rewrites existing procedures. Develops and maintains an Accounting Descriptor Manual; develops written analyses of existing workflow and the controls that are established within that workflow. Develops written plans, schedules, and work papers to coordinate the year-end closing and to identify the responsibility of others during the year-end closing process period. Works closely with the outside audit firm and coordinates various staff assignments relating to the audit. Develops and maintains the consulting and contractual services systems and procedures and analyzes and provides accessibility of contracts. Reviews, analyzes, and prepares entries for recording actual revenue due from county, state, and federal governments. Responds to questions/requests from other departments or divisions which need assistance with unusual problems or circumstances. Controls and reviews any unusual cash disbursements, signs journal voucher entries prior to input, and discusses technical problems with staff and recommends solutions. Prepares or assists in preparation of numerous financial reports and schedules such as the monthly report to the Board of Education, annual financial report, state financial report, state budget report, Internal Revenue Service reports, etc. Maintains awareness of expenditure levels to advise management regarding problems. Acts for the division director when the director is absent, performs task assignments of other division accountants in their absence, and participates in the training and orientation of new employees with respect to the division's accounting policies and procedures.
