| Under direction, persons in
this position class work with the Energy Resources Team
to conserve energy resources by promoting environmental
stewardship and responsible use of natural resources.
Entry-level assignments (Grades 17 and 18) include scheduling
multi-facility activities, distribution of utility data
to schools, and monitoring of Energy Management System
(EMS) alarms. Higher-level assignments (Grades 19 through
21) include installing, maintaining, testing and repairing
pneumatic, electrical and mechanical HVAC controls and
equipment, reviewing construction documents to assure
energy efficiency and compliance with EMS guidelines,
conducting audits and surveys recommending energy conservation
measures, and training of building services staff in
the safe and efficient operation and maintenance of HVAC
control systems and related equipment |

Knowledge of Job:
Grade 17: Requires high school diploma with considerable
work experience, preferably in MCPS. Basic knowledge
of central plant equipment, air and water distribution
systems and terminal devices. Working knowledge of
basic PC operation including use of MS Word, Excel
and Outlook and basic knowledge of electronic testing
equipment. Ability to maintain basic EMS data and to
produce reports.
Grade 18: In addition to the knowledge, skills and
abilities (KSA's) noted above, requires successful
completion of boiler plant operator training, ability
to compose letters, memos and emails and to provide
basic technical assistance, basic knowledge of EMS
including pneumatic, mechanical and electronic components
sufficient to diagnose and make basic HVAC system repairs
Grade 19: In addition to all KSA's noted above, requires
thorough knowledge of EMS electric, mechanical and
plumbing standards, of EMS operational controls including
VFD, ATC and DDC, and some understanding of high amperage
motors and equipment. Completion of an associate's
degree desirable. Ability to provide frontline telephone
helpdesk service, to develop work plans, to use real-time
utility metering interfaces and to produce PowerPoint
presentations. Ability to support up to 20 schools
in implementing and maintaining Green Schools program
standards.
Grade 20: In addition to all KSA's noted above, requires
associate's degree in a related field, bachelor's degree
desirable. Knowledge of LAN//WAN systems, hardware
and software sufficient to install monitoring devices
and to communicate energy data. Basic knowledge of
VAV system and EMS components, parts, panels sufficient
to troubleshoot and make standard repairs. Ability
to lead workgroups on special projects and to support
up to 60 schools in implementing and maintaining Green
Schools program standards.
Grade 21: In addition to all KSA's noted above, requires
Bachelor's degree, working knowledge of graphics software
including Adobe Photoshop, advanced knowledge of HVAC
control devices, knowledge of database security protocols.
Demonstrated ability to organize and manage large installation
and repair projects, to troubleshoot and repair proprietary
control devices and associated computers, to design
common resource conservation projects and to support
up to 80 schools in implementaing and maintaining Green
Schools program standards.
Grade 22: In addition to all KSA’s noted above,
requires in depth knowledge of multiple proprietary
EMS interfaces used by MCPS, ability to troubleshoot
and repair control code and graphics by others, demonstrated
knowledge of fan-powered VAV system diagnosis and repair,
knowledge of quality control of pneumatic system automatic
temperature controls with corresponding ability to
set and communicate hardware standards and preventive
maintenance standards to field staff, ability to lead
weekly work planning and reporting of lower grades
and to support up to 100 schools in implementing and
maintaining Green Schools program standards.
Grade 23: In addition to all KSA’s noted above,
requires knowledge of DDC system network architecture
for flexibility of building control and high performance
in data storage and retrieval, experience developing
advanced energy management strategies for buildings
implemented through computerized control systems, knowledge
of continuous diagnostic concepts and trend data analysis
to detect malfunctioning equipment and controls, ability
to research system-wide energy efficiency control issues,
make recommendations for change, ability to plan and
implement strategies to improve facility energy performance
and to support up to 120 schools in implementing and
maintaining Green Schools program standards.
