Under direction, performs creative and technical work and special project assignments at request of ITV Supervisor, Operations Manager or the Director of Communications. Conducts research on advances in video technology and education, and provides strategic insight on use of future technologies in delivery of instructional media. Researches and evaluates new technologies to help determine appropriateness for Instructional TV use. Develops/shares expertise in multilingual capabilities of technology. Produces programs which highlight multiethnicity within the community. Works to identify and evaluate instructional TV programming according to MCPS Evaluation/Selection standards. Seeks and manages grant funding for ITV projects. When assigned, also serves as a multimedia producer-director-writer and is responsible for research, producing, writing, and the editing of TV programs. Exercises considerable independent judgment, initiative, creativity and considerable independence in day-to-day work. |

This position requires knowledge of all of the seven core competencies of the Supporting Services Professional Growth System (SSPGS) to include commitment to students, knowledge of job, professionalism, interpersonal, communication, organization, and problem solving.
Strong working knowledge of MCPS organization. Knowledge of TV and multimedia production practices/procedures including CD-ROM, DVD, streaming Internet media, video-on-demand, with the ability to manage the production of video and multimedia projects in a timely and efficient manner. Considerable knowledge of personal computers, especially as they relate to TV production, webcasting and other video applications. Ability to research, write and edit material to conform to high standards, with attention to detail. Ability to communicate technical concepts with clarity. A portfolio of writing samples and video programs produced may be required. Knowledge of legal issues involving the production and distribution of TV programming. Experience working in a cross-cultural environment, and with the demands of producing multilingual documents and TV productions, including those for Asian-language and deaf/hard of hearing audiences. Working knowledge of statistics and research methods. Experience in survey design, implementation and evaluation. Ability to plan and work independently, and to manage multiple tasks in a timely manner. Ability to perform research, administrative and analytical assignments, and to exercise good judgment and discretion in the performance of such duties. Excellent oral and written communication skills, including demonstrated skill in TV/film scriptwriting. Excellent human relations skills, including the ability to work collaboratively with administrators, artists, musicians and other creative professionals. |

Bachelor’s degree from an accredited college or university, with considerable coursework in mass communications and public/business administration, including surveys and statistical analysis. A minimum of 10 years TV/film production experience, with additional coursework desired. Evidence of creative and technical achievement required. Excellent understanding of English grammar and composition. Experience in TV or film script writing, motion picture photography, “live” TV directing, non-linear editing and visual effects. Knowledge of CD-ROM, DVD, webcast and video-on-demand technologies. Working knowledge of statistics and research methods, including survey design, implementation and evaluation. Experiences bringing the individual into close contact with non-American cultures. Other combinations of applicable education, training and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered. |

- Must be capable of performing duties of both the Television Instructional Specialist (position 0833) and Multimedia Producer/Director (position 6920), including TV producing, researching, writing, casting of talent, conducting interviews, directing, photographing and editing television programs. Also must be able to produce webcasts and to encode TV productions for streaming media and prepare captions for deaf and hard-of-hearing audiences. In addition, must be able to:
- Research and prepare written analysis on selected topics identified by the Director of Communication and ITV Supervisor. Provides research on technology adoption/purchases, management “best practices” and benchmarking. Keep current on research and educational societal trends, to help identify opportunities for making ITV products easier to access and use.
- Work with the Instructional Television Program Director to coordinate the identification, evaluation and procurement of instructional TV programming purchased from outside vendors, according to MCPS Evaluation and Selection standards. Research and recommend new programming strategies and directions for ITV.
- Assess informational needs of English Language Learner families. Devise and implement strategies for increasing ITV outreach to foreign language communities.
- Advise MCPS administration and other public, education and governmental video channels, in the means of adapting documents and multimedia video programs to a multilingual environment. Participate in MCPS foreign language emergency response team. Represent ITV on MCPS or other committees where foreign language programming is discussed.
- Provide consultative assistance to various MCPS offices, schools and departments, with respect to multilingual communication, closed/open captioning, video-on-demand, and other forward-looking instructional technologies.
- Review and evaluate new software and hardware products. Advise ITV and other MCPS staff on technology purchases.
- Coordinate selected Instructional TV outreach activities. These include TV program production and distribution, surveys and focus groups.
- Coordinate stakeholder surveys, focus groups and advisory committees to obtain input regarding Instructional TV programming and operations.
- Acquire and update knowledge on legal issues involving the production and distribution of TV programming.
- Seek and manage grant funding for ITV projects, in consultation with MCPS Grants Specialist.
- Manage MCPS ITV program selection and submissions for instructional television and media competitions.
- Serve as a competition judge where appropriate.
- Participate in creation of job advertisements for vacant ITV positions and submit these to professional publications.
- Engage in personal development activities to maintain currency with industry-wide best practices.
- Perform other related work as required by the Instructional TV Supervisor or Director of Communications.
- Performs related duties as required.
