The Judy Center Early Learning Hubs are state grant and locally funded early childhood and family learning hubs. Collaboration and partnerships with the community lie at the heart of Maryland’s Judy Center Early Learning Hubs. Judy Centers are not childcare centers but a comprehensive hub where families can participate in family learning experiences and receive services and support. In Title I and high-needs elementary schools in every Maryland jurisdiction, Judy Centers empower a child’s first teachers – their families – by supporting child development and early learning skills for our youngest learners from birth through kindergarten.
The Judy Centers were established to honor the memory of Judith P. Hoyer, an early childhood educator, advocate, and the late wife of Congressman Steny Hoyer.

The MCPS Judy Center Early Learning Hub at Rolling Terrace Elementary School serves the children and families of the Rolling Terrace Elementary School attendance area.

The MCPS Judy Center Early Learning Hub at Summit Hall Elementary School serves the children and families of the Summit Hall Elementary School attendance area.
The MCPS Judy Center Early Learning Hubs are grant partnership programs that serve young children and their families. They are designed to help ensure that all children are ready for school success.
As part of the grant, the Judy Centers collaborate with multiple community-based agencies and organizations that offer services to support children, ages birth to five years, and their families. The Judy Centers connect children and their families with these services to support early learning and school success. Additionally, the Judy Centers offer parents a link to full-day, full-year, high-quality early care and education services.
The MCPS Judy Center Early Learning Hubs are designed so that families can visit one location to receive educational support, family support, and health-related services.
Among the community partners represented in Montgomery County's Judy Center Early Learning Hubs are Montgomery County Public Schools, Montgomery County's Department of Health and Human Services Early Childhood Services and Child Care Resource and Referral Center, Montgomery County Public Libraries, Montgomery County Infants and Toddlers Program, Linkages to Learning, Families Foremost, and Family Services Agency, Inc.
