The Maryland State Department of Education (MSDE) is required to complete an annual report on achieving equity in the distribution of teachers and principals. MSDE collects, publishes, and analyzes basic information about how districts evaluate teacher and principal effectiveness and distribute their highly qualified and effective teachers among schools. Similarly, because principals play a critical role in teaching and learning, it is important to highlight inequities that result in students being taught in schools overseen by ineffective principals.
This information is collected as part of the Comprehensive Master Plan: Bridge to Excellence, MSDE’s annual report on local school systems’ progress toward meeting their goals for improving student achievement and closing the achievement gap.
