SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the deputy superintendent of school support and improvement, the associate superintendent for secondary schools ensures a quality education for every student by supervising, coaching, supporting, and evaluating principals. Builds synergistic partnerships among principals, parents, businesses, and other community stakeholders in the educational process. Builds the capacity of instructional leaders through coaching and providing strategic feedback on school-based leaders and school improvement efforts. Monitors school improvement processes to ensure school performance goals are aligned to system milestones and gap reduction targets and address student and adult learning needs. Manages the selection and evaluation of principals, provides administrative oversight and support through modeling and encouraging dynamic, innovative, and effective local school leadership. Establishes relationships with community and builds support for MCPS programs. The associate superintendent works closely with directors of school support and improvement, other members of the Office of School Support and Improvement, and other members of the executive staff members to facilitate support between central offices and schools focused on academic achievement and equitable practices for all.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of state and federal public school laws and the policies and regulations of the Montgomery County Board of Education, and the MCPS Program of Studies. Thorough knowledge of the A&S Professional Growth system including the application of the evaluation process and the leadership standards. Demonstrated ability to motivate, support, coach, and supervise, and evaluate school system employees. Thorough knowledge of building the capacity of school leaders for the purpose of improving program quality and equitable practices to strive for effectiveness in closing the achievement gap. Knowledge of school operations and the general secondary school curricula. Exceptional conceptual, analytical, organizational, and management skills. Excellent oral and written communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in educational administration, supervision, or curriculum development. Doctor's degree desirable. Minimum of three years¿ experience as a principal at the secondary level. Demonstrated system wide leadership experience and commitment to developing effective local school leadership. Experience in planning for and implementing systems that establish, track, and evaluate achievement of desired outcomes. Thorough knowledge of educational programs and the A&S Professional Growth System. Commitment to educational excellence and continuous improvement demonstrated through the development and implementation of successful instructional programs and exercised in the selection, training, and evaluation of staff and school leaders. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I and II and completion of Observing and Analyzing Teaching I and II or completion within one year of position start date.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supports and provides leadership to principals and other school staff.

Initiates appropriate actions to support principals and schools.

Monitors school improvement process, identifies an appropriate instructional focus; develops, implements, and monitors professional learning; and collects and analyzes a variety of data to monitor progress.

Works with the chief operating officer and deputy superintendent to develop the annual K¿12 budget and allocation of resources to schools.

Advises the superintendent and executive staff on school operational matters.

Manages the principal selection and evaluation process, mentors potential leaders, and identifies candidates for promotion.

Coordinates the dissemination of information regarding the training of school-based administrators.

Works closely with community leadership and stakeholders. Represents the superintendent of schools as needed and clearly articulates system priorities, polices, and interests.

Works with legal staff on personnel and other related matters as appropriate.

Serves with other educational leaders on work groups, committees, and project action teams.

Performs related duties consistent with the scope and intent of the position.
