SUMMARY DESCRIPTION OF CLASSIFICATION: Ensures Montgomery County Public Schools (MCPS) has the most effective teachers, administrators, and support personnel in public education. Responsible for designing and implementing a human capital strategic plan that includes talent management practices that will meet the needs of all schools and students. This includes a focus on employee effectiveness, professional growth, leadership, teacher training, recruitment and selection, strategic staffing, and data integrity. Partners with all MCPS offices as well as the employee unions to ensure implementation of a positive work environment in a self-renewing organization. Emphasis will be placed on continuing the strong collaboration with each of the employee unions to support MCPS nationally recognized professional growth systems.
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of human resources management, including state and federal laws, rules, policies, and procedures concerning the employment of personnel and their rights and privileges as an employee. Experience designing human capital systems and strategies in a large, complex organization. Thorough knowledge of collective bargaining and the administration of collective bargaining agreements. Knowledge of developing key human resources processes for the purpose of increasing operational efficiencies and assuring high level customer service. Knowledge of trends in the delivery of training including use of technology and best practices related to the development and delivery of training. Demonstrated ability to collaborate with multiple stakeholder groups to ensure that training and development of all employees supports the strategic direction of the school system. Excellent organizational ability, technology skills, oral and written communications, and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in education or personnel administration, related behavioral sciences or other related field. Experience as a human resources administrator, and experience in the supervision of a significant number of employees. Experience utilizing strategic models for developing and monitoring key performance processes and measures. Experience conducting training needs assessments and designing and delivering training to meet the needs of adult learners. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

Oversees a comprehensive human capital management program for all employees and potential employees that includes the continuum of human resource processes of attracting, recruiting, selecting, onboarding, developing, evaluating, recognizing, and retaining highly effective employees.

Develops and implements an Office of Human Resources and Development strategic plan (aligned to the systems strategic plan) using key measures to determine progress and opportunities for improvement.
Ensures the execution of the strategic plan by identifying key processes, establishing targets, and monitoring data.

Ensures the implementation of the three Professional Growth Systems (PGSs) including the delivery of the Skillful Teaching and the Observation and Analysis of Teaching courses, the PGS handbooks, the Career Pathways Program, and the Career Lattice.

Collaborates with the employee unions to ensure the implementation of Montgomery County Board of Education Policy GAA, Positive Work Environment in a Self-renewing Organization.

Coordinates the staffing of all positions in the school system by recruiting, selecting, and employing new staff as needed, transferring current employees, and reassigning those who are involuntarily transferred or returning from leave.

Works closely with the Office of School Support and Improvement to ensure that schools are fully staffed.

Promotes cross-functional collaboration with all offices related to human capital management in order to foster organizational alignment and commitment to systemwide goals.

Ensures the development and implementation of a comprehensive, inclusive, and innovative professional development plan aimed at increasing student achievement.

Ensures the district's commitment to equity and excellence for staff and students, particularly as it relates to hiring for equity and excellence.

Plans, coordinates, reviews, and manages all efforts dealing with recruitment, employment, assignment, and reduction in force.

Maintains files and records on all employees and records and obtains certificates for all employees requiring professional certificates.

Oversees classification studies and maintains position descriptions.

Maintains an effective position control system.

Administers the substitute program for teachers and supporting services staff.

Ensures the efficient delivery of employee evaluations, investigations, promotions, transfers, reassignments, and certification.

Collaborates with the Employee and Retiree Service Center on a variety of employee issues, such as leave, salary, and retirement.
Manages the Employee Assistance Program.

Assists in the adjudication of grievances.

Serves on the Montgomery County Board of Education's team in negotiations.

Oversees new employee orientation, university partnerships, and tuition reimbursement.

Facilitates and collaborates with the Office of the Chief Technology Officer about technology systems, such as MCPS Careers, Human Resources Online, Professional Development Online, and the Substitute Employee Management System that increase the efficiencies and effectiveness of human resource processes

Prepares an annual office operating budget based on the analysis of key processes and alignment to the strategic plan.

Performs related duties consistent with the scope and intent of the position.
