SUMMARY DESCRIPTION OF CLASSIFICATION: Plans, directs, coordinates, and maintains an integrated financial services program for Montgomery County Public Schools. Collaborates with the chief of staff, deputy superintendent, and staff in central services to ensure successful integration of shared business processes. Serves as the principal advisor to the Board of Education and superintendent in matters related to all fiscal services. Works closely with the Office of the Chief Technology Officer and the Office of Human Resource Management to assess relevant human resources and fiscal data for decision making and monitoring financial services activities. Provides financial services data and periodic reports for the Board of Education, the superintendent, and agencies as needed.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: This position requires considerable knowledge of sound management principles including continuous improvement (CI) principles, and budget, planning and financial management practices. Demonstrated ability to develop a unified financial management and planning program, with responsibility for developing budget plans and requests, controlling expenditures, and related activities. This position requires the knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) and Administrative and Supervisory Professional Growth Systems (MCAAP/MCBOA). Thorough knowledge of federal, state, local, and Board of Education laws, policies, regulations, and procedures relating to financial management, budget, and financial management principles and practices. Demonstrate ability to develop an integrated financial services program with responsibility for developing budget plans and controlling expenditures and related activities. Demonstrate ability to analyze, identify, and implement information technology solutions in a complex setting. Considerable knowledge of Continuous Improvement principles and practices, including customer service. Demonstrate excellent management and organizational skills and ability to coordinate activities of several units. Demonstrate excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in finance or a related field, including administration or public finance. Considerable experience in a responsible financial administrative position in a large public service organization; or any combination of applicable education, training, and experience which provides the knowledge, abilities, and skills necessary to perform effectively in the position. Desirable to hold a Certified Public Accountant¿s Certificate.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Plans, develops, directs coordinates, and maintains an integrated MCPS financial program in support of the Board of Education and superintendent¿s commitment to unified, effective financial management and long-range planning.

Monitors and tracks the completeness, accuracy, and timeliness of fiscal transactions and fiscal data.

Directs and provides oversight for the operation of business services such as Human Resources Information System (HRIS) transactions for human resources, payroll, insurance, investments, budget, school financial operations, accounts payable/receivable, and retirement to ensure successful fiscal practices and the integration of shared business processes.

Implements all programs within the Employee and Retirement Services Center.

Ensures a sound fiscally responsible program of employee benefits, including life and health insurance, retirement, and pension programs.
Collaborates with the Office of the Chief Technology Officer concerning the development and implementation of tools to access and evaluate relevant human resources and fiscal data for decision making and monitoring activities.

Implements and provides direct technical assistance for THE HUB financial monitoring system Is responsible for coordinating the development of the superintendent¿s operating and acts as a liaison with the County Council and county government staff on budget and fiscal matters.

Prepares items for the Board of Education action, discussion, and information relating to the financial matters of the school district.

Models exemplary leadership strategies for department staff to emulate in promoting the continuous improvement of MCPS program and services.

Maintains a close working relationship with officials from other agencies such as Montgomery County Government, the Maryland State Department of Education, other school districts, and local, state, and federal governments comparing management and planning practices with those of MCPS and recommending improvements.

Meets with community groups to articulate the school system¿s vision, goals, and programs, representing the superintendent in such activities when requested to do so.

Serves as a member of the superintendent¿s cabinet and senior leadership team, and performs related responsibilities as required.
Understands and applies principles of performance evaluation and professional growth standards for employees.
