WORKING TITLE: Assistant Director, Department of Transportation GRADE: O MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Assists the Director, Department of Transportation, in planning, organizing and managing the county-wide student transportation program that includes bus operations, fleet maintenance, safety and training, routing and scheduling, information technology, budget, and human resources. Represents department on a variety of issues including school site design, safe access to schools, and other pedestrian, bicycle and vehicle safety issues. Assists the director in the development and maintenance of strategic plans, initiatives and performance measures. Participates on the inclement weather team. Responds to serious vehicular crashes and other emergency situations requiring senior transportation staff. Member of the MCPS critical incident and emergency response team. Participates in the development of the annual operating budget.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of all aspects of student transportation. Comprehensive knowledge of local, state and federal laws, regulations and policies governing student transportation. Demonstrated ability to supervise/oversee leaders, mid-level management and staff. Ability to successfully interact with executive staff, department staff, leaders of other departments, community groups, elected and non-elected government officials, school administrators and staff, parents and students. Ability to prepare and oversee the preparation of complex reports and analyses. Ability to effectively conduct large group meetings. Excellent written/oral communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university in transportation, education, business, or related field; Master's degree preferred. Significant, progressively responsible experience in student transportation. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of or ability to obtain a valid Maryland Class B commercial driver¿s license (with air brake, passenger and school bus endorsements.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to handle stressful situations.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to urgent work requirements at any time. Must be willing to work irregular hours during inclement weather and other emergencies.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages departmental activities in the absence of the director.

Assists the director in managing all functions of the department, including representing the department at Board of Education, County Council, and other meetings as required.

Assists in preparation of detailed reports and analyses for the Board of Education, Superintendent, Chief Operating Officer, and other system leaders.

Supervises an assigned set of managers.

Responds to significant vehicle crashes and other significant emergencies.

Assists with leadership of the inclement weather and snow clearing teams.

Represents department at state and national student transportation functions as needed.

Assists with design of school sites during new construction, renovation, or safe access to school projects.

Regularly interacts with department staff at all levels.

Performs related duties consistent with the scope and intent of the position.
