WORKING TITLE: Assistant to the Director, Division of School Plant Operations (SPO) GRADE: K MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assist in the administration, coordination and supervision of the work of the Division of School Plant Operations and provides support to the director in monitoring and handling responsibilities related to the day-to-day operations in the DSPO functional areas, especially facilitation of rapid response to customer requests and oversight and implementation of system wide improvement strategies and best practices. Assists the director in developing, analyzing, and monitoring performance measures and strategic initiatives. Responsibility for special projects, studies, and reports. Develops and implements technology plans for the division to include database structures, information integration and related technology training. Responds to and resolves issues and questions; gathers information needed for decision making; Leads small work groups composed of administrative and supervisory, and supporting services employees to monitor and improve service quality and customer satisfaction. Liaison with Division of Maintenance depot and Division of Construction project managers. Assists in facilitating the articulation and implementation of the district¿s framework for equity and excellence for staff and students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable conceptual, analytical, organizational, and business management skills including strategic planning, quality management, performance measurement and process analysis. Thorough knowledge of business practices, policies and regulations utilized in plant operations. Ability to evaluate building service activities to make sound and applicable recommendations for system wide improvement and innovation. Ability to provide guidance, training and technical assistance for other staff members in computer technology concepts, features, and operations. Thorough knowledge of Microsoft Office and web design software tools. Excellent oral, written and interpersonal skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university with major work in business administration or a related field. At least five years of experience in the administration/supervision of plant operation programs in a public school or other commercial, industrial, or institutional system. Training and experience with management planning systems to include strategic planning, performance measurement and process improvement
CERTIFICATE AND LICENSE REQUIREMENTS: Certification in six sigma process improvement, information systems or related field desirable.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergency calls at any time and perform extended day work as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Meets regularly with Director and key staff in the Division of School Plant Operations (DSPO) to plan and coordinate activities of the office.
Assists the director in the preparation of detailed periodic project analysis, budget requests, and summaries for senior management.
Assists the director in managing all functions of the department, including gathering, researching and preparing data for presentations to the chief operating officer, Office of School Performance, principals, and other school staff as required.
Assists the director in ensuring that staff understands the MCPS vision, objectives, and strategies and applies them to current and future projects.
Participates in planning, justifying and implementing the Operating Budget.
Supervise and give direction to staff for day-to-day DSPO functions.
Assist the DSPO Team Leaders with organization of team plans as well as tracking their progress to implement the Strategic Plan and analysis of Performance Measures.
Updates performance measures for DSPO to be included in the Office of Chief Operating Officer (OCOO) report. Interacts with vendors, school staff, communities, and other MCPS staff to resolve issues and complete tasks.
Supervises selected DSPO administrative staff. Serves on committees as designated by the Director of DSPO.
Attends meetings as assigned by the Director of DSPO.
Provides leadership in review and approval of new or revised systems and procedures related to DSPO.
Performs related work as required.
